Taiwan to build 3rd-generation warplane with Russia's help

Europe News

Jun 19, 2009, 1:44 GMT

Taipei - Taiwan plans to build its third-generation warplane with Russian technology as the United States has refused to sell Taiwan F-16C/Ds, a newspaper reported Friday.

The Aerospace Industrial Development Corp (AIDC), which sent personnel to Russia for instruction from Russian experts, has finished designing the third-generation warplane, the China Times quoted an unnamed military official as saying.

The as-yet-unnamed third-generation warplane will have twin engines and be able to take off and land with a short airstrip, the official said.

During the design process, Taiwan and Russian experts studied the design of the Joint Strike Fighter (JSF), the United States' most advanced fighter jet, but Taiwan's aircraft is shorter than the JSF, the military official said.

The paper said that Taiwan ordered 150 F-16A/Bs in 1992 to form its second-generation fleet, which also included 60 French Mirage 2000-5s and 130 self-made Indigenous Defence Fighters (IDF).

To deter any possible attack from China, Taiwan has been seeking to buy the more advanced F-16C/Ds, or JSF, but Washington has turned down the request, agreeing only to upgrade Taiwan's F-16A/Bs. This prompted Taiwan to decide to build its own third-generation warplanes for self-defence, despite improved Taipei-Beijing ties.

Taiwan and China have been split since the end of the Chinese Civil War in 11949.

China sees Taiwan as its breakaway province and has vowed to recover Taiwan by force if Taipei declares independence or indefinitely delays holding unification talks with Beijing.

China has us over a barrel and Taiwan knows it. Taiwan can’t overcome a Chinese attack without US support, may be forced to accept China’s terms.

Silly Taiwanese...they think the Soviets will play nice with them. They need to understand that the Soviets will install some kind of chip in each plane they help design/build and that the Chinese will be informed as to how to access that chip. And if they think that’s unlikely they should ask the Georgians....and the Ukrainians.

You mean just like we do when we sell our high end weapons?

I think this is just Taiwan using russia as leverage to keep us interested in them.

Russia and China have been holding joint war games every other year since 2005. The next one is scheduled for this summer...

[2009] Russia, China plan new joint military exercises

By MARTIN SIEFF, UPI Senior News Analyst
Published: March 26, 2009

WASHINGTON, March 26 (UPI) -- The continuing tensions over Russia's refusal to sell its state-of-the-art land warfare advanced weapons systems to China hasn't interrupted the rhythm of major joint military exercises between the two major land powers on the Eurasian landmass. The latest in the regular, biennial series of exercises between the two nations has been confirmed for this summer.

The next in the now well-established series of exercises called Peace Mission 2009 will be carried out in northeastern China, the Russian Defense Ministry announced March 18, according to a report carried by the RIA Novosti news agency.

The first bilateral Peace Mission maneuvers -- described at the time as counter-terrorism exercises -- were held in Russia and the eastern Chinese province of Shandong in August 2005. As we reported at that time, they were a lot bigger than mere counter-terrorism exercises. Warships, squadrons of combat aircraft and more than 10,000 troops were involved carrying out landings against hypothetically hostile shores. The maneuvers also involved large-scale paratroops drops. The scale and nature of those exercises suggested a trial run for a possible Chinese invasion of Taiwan with Russian support..."

Russia, China flex muscles in joint war games
August 17, 2007

CHEBARKUL, Russia (Reuters) - Russia and China staged their biggest joint exercises on Friday but denied this show of military prowess could lead to the formation of a counterweight to NATO.

"Today's exercises are another step towards strengthening the relations between our countries, a step towards strengthening international peace and security, and first and foremost, the security of our peoples," Putin said.

Fighter jets swooped overhead, commandos jumped from helicopters on to rooftops and the boom of artillery shells shook the firing range in Russia's Ural mountains as two of the largest armies in the world were put through their paces.

The exercises take place against a backdrop of mounting rivalry between the West, and Russia and China for influence over Central Asia, a strategic region that has huge oil, gas and mineral resources.

Russia's growing assertiveness is also causing jitters in the West. Putin announced at the firing range that Russia was resuming Soviet-era sorties by its strategic bomber aircraft near NATO airspace.

War Games: Russia, China Grow Alliance
September 23, 2005

In foreign policy it’s critical to “know thine enemy.” So American policymakers should be aware that Russia and China are inching closer to identifying a common enemy — the United States.

The two would-be superpowers held unprecedented joint military exercises Aug. 18-25. Soothingly named “Peace Mission 2005,” the drills took place on the Shandong peninsula on the Yellow Sea, and included nearly 10,000 troops. Russian long-range bombers, the army, navy, air force, marine, airborne and logistics units from both countries were also involved.

Moscow and Beijing claim the maneuvers were aimed at combating terrorism, extremism and separatism (the last a veiled reference to Taiwan), but it’s clear they were an attempt to counter-balance American military might.

Joint war games are a logical outcome of the Sino-Russian Friendship and Cooperation Treaty signed in 2001, and reflect the shared worldview and growing economic ties between the two Eastern Hemisphere giants."

More insanity from the scoundrels in Washington, DC.

Driving Taiwan into the Russian sphere of influence and harming the US Aviation industry in one fell swoop.

As much as I would like to hang this on Obama it is really attributable to the Bush administration, although Obama could have overruled the decision not to sell the updated F-16’s.

This is a $3 billion dollar deal according to this related article:

“Taiwan: No New F-16s for Chen”

Here is the main reason for the US refusal to sell the fighters:

Actually, the Soviet designs will work better in a wartime situation. Our fighters require CLEAN UNOBSTRUCTED airfields, otherwise the engines suck up any litter (battle damage) that may be on the runways and quit. Ask any airman about policing up trash prior to flight operations. Soviet designs may not be as good, but they WILL get in the air.

Poor Taiwan. They gotta do what they gotta do, even if that means asking the Russians for some help. Their very survival is in danger and they thought they could count on us as an ally. Then, we go and elect the return of Carter, a ineligible pretender who honors our enemies and disses our friends.

I would think that the avionics suite of the aircraft will be a native-Taiwanese design. The Russian ‘help’ will probably be more in the airframe & power plant. If I’m right then there isn’t much risk of Russian electronic sabotage.

OTOH, if the aircraft has a Russian-design radar system then lookout.

It doesn’t matter since half the employees of the US military defence contractors are Taiwanese/American. They’ve got the expertice, its just a matter of finding a suitable, readily available 3rd gen designed airframe to modify. Hell, even the US was looking at Russian airframes a couple of years ago.

Not too many nations can build their own indigenous fighters.. when its probably cheaper to get them off the shelf.

Actually it started with Reagan. Taiwan was very interested in Northrops F-20 which would have been perfect for them at the time. Had the fastest scramble time of anything in the air. They were looking at buying about 100 which would have given Northrop a good kick off customer to go into production. Reagan said NO. End of the F-20! The elder Bush then turned around and leased the F-16s to Taiwan to get around the Chins complaints about selling Taiwan advanced weapons.

Really? I wonder if the Georgians would agree with you.Or the Ukrainians.Or European users of natural gas.Have you been reading the newspapers in the last few years? Trust me,my friend,Comrade Vlad has a heart that's every bit as dark and dangerous as Stalin's *ever* was.

No Soviet Union? Yah,sure.

You mean just like we do when we sell our high end weapons?

So assuming you're correct are you equating our motives/intentions with those of the Soviets? Do the Israelis, for example, have as much to fear from a US chip in their F-18s as the Taiwanese would have from a Soviet chip in *their* planes?

I think this is just Taiwan using russia as leverage to keep us interested in them.

You certainly could be correct. For the sake of the Taiwanese I hope that that's the case.

Believe it or not, the Soviet Union no longer exists. It is an undeniable fact. The Warsaw Pact no longer exists. Georgia and Ukraine are independent countries as are Estonia, Latvia, Lithuania, Belarus, Moldova, Armenia, Azerbaijan, Kazakhstan, Kyrgyzstan, Turkmenistan, and Uzbekistan.

And there are still separatists movements within Russia, e.g., Chechnya.

Yes, there are collective security and economic organizations like CIS, SCO, and BSEC, but to deny the fact that the Soviet empire has disintegrated is just plain nonsense. Hell, the three Baltic countries are part of the EU and NATO. And most of the Warsaw Pact countries are also part of the EU and NATO.
