No, I think that HIV care will get all the funding it needs in Obama Care. The GLBT constituency are solid Democrat votes. Expect any disease with a liberal constituency to get full funding on Obama Care.

Not sure why you need steps 2 and 3. The Constitution tells us that people shall be enumerated, and that said enumeration should determine the apportionament of Congressional representation and direct taxes. That’s all. Nothing more.

0 is being inconsistent again. Cutting off obamacare to people with AIDs and letting them die would be far more cost-effective than keeping them alive to continue spreading the disease. After all, he wants to let people with terminal cancer just die rather than receive any treatment according to statements he made last week.
