Was this from the floor of the “house” or some special hearing room? If this was from the floor of the house of Reps., those two people should be assessed an “amusement tax”.

Correct. And as I recall it dealt with refining or the mid-stream segment.
That time has passed and today the same question has arisen about the Alaska Gas Pipeline.
If all the conflicts between Alaska and the producers about the gas pipeline can't be resolved, should the US govt step in and nationalize the project to get it built.
