Chavez seen behind unrest in Peru

A national strike by thousands of rain-forest Indians is spawning accusations of a proxy war involving Venezuela and an emboldened peasant movement seeking to undermine Peru's pro-U.S. president.

For more than two months, thousands of natives have been protesting land reforms issued by President Alan Garcia. The laws -- required by a U.S.-Peru Free Trade Agreement -- open vast tracts of rain forest to private energy and agriculture investment.

In April, natives angered by the new laws donned war paint and grabbed spears, overran roads and rivers, seized control of jungle oil facilities and blocked rural airports.

Mr. Garcia initially said that the protesters would not force his hand. But he backtracked after a June 5 confrontation in the oil-rich Amazon region of Bagua left more than 30 police and protesters dead.

Congress voted down two of the laws on June 18, handing Mr. Garcia a defeat and the natives a new sense of power.

Mr. Garcia, who appoints the prime minister, also has agreed to name a replacement for Prime Minister Yehude Simon. On Friday, Mr. Simon said he planned to step down this week in response to criticism of the government's handling of the protests, Reuters news agency reported. Mr. Simon had indicated in mid-June that he would resign, but had not set a date.

Human rights groups say dozens of protesters were killed or are missing and are not accounted for in the official toll.

Opposition parties have blamed Mr. Simon for the violence. He was appointed in October after a corruption scandal led to a major government reshuffle.

His resignation would force the entire Cabinet to offer to step down, but Mr. Garcia is not expected to replace heads of key departments, such as the Finance Ministry.

My son just married his Peruvian Princess last month. I never gave the country much thought before knowing her. She’s making a fine American, so far.

Yes! We need rid of bullfrog but not so he be martyr to not thinking people who think he is GOD. They have nothing before, now they have nothing+little bit. All who have something or much, either leave country or lose everything and go to jail. Honduras want to be country all middle and rich people come to, this be very good for Honduras. Indians need shoot him with poison dart or maybe he eat too much fat and die of heart attack. We want see Hugo in pijama also. Viva la gente indigena! I not think that take people land good US or any company, I think protest is good, but every place speak the people, group of Chavez people run to camera and yell more loud.

This is a common denominator all over the Andes.

The tribes have national organizations that are very politicized, and have European advisors working with them.

They are used as shock troops against the government; most people sympathize with them which makes it very difficult to deal with them when they have shut down all the roads in an area, or swarmed into the capital to shut down all the traffic in the whole city, or isolate a city from the rest of the world.

Any effort to develop resources will be met with a storm of opposition. Greens will organize lawsuits in the US and Europe to go after any companies financing any projects, while the indians will jam the roads to shut down the region. They will make the country ungovernable by anyone except leftists, of course. Once the leftists take control, magically the strikes end, because it was never genuine, it was always provoked and organized by the leftist euro advisors in league with Chavez, the euro communists, and I suspect others as well. Opec money finds its way into this kind of thing, because one of the effects is to keep Latin American hydrocarbons off the world market, except for Chavez’s hydrocarbons.

Thats why you saw this happen in Ecuador when the Chavists were organizing to take control of the government, but not after. You saw it in Bolivia when the indians were used to overthrow the government there (and stop the gas pipeline to the sea). Now you see it in Peru used for the very same reasons. Euro communists, OPEC, and Chavez are behind it. The Indians and the Enviros are pawns.
