Typical government tactics. If the taxpayers are not willing to keep feeding the government pig, make the cuts where it will hurt them the most. Cut the services that taxpayers use and enjoy. So instead to cutting faceless bureaucrats and sending delegates to worthless conferences, the government closes parks and zoos, and cuts police forces and teachers. But NEVER administrators who shuffle papers and produce worthless reports.
Now bow to your masters and vote for more taxes or the animals die.
