Mayor Ray Nagin's advice breaks census rules
The Times-Picayune ^ | 7-10-2009 | Michelle Krupa

Posted on 07/11/2009 10:44:38 AM PDT by liberty75

Aiming to maximize federal grant money and offer proof of his city's recovery, Mayor Ray Nagin is urging Hurricane Katrina victims still living elsewhere -- and longing to return -- to record New Orleans as their home when the U.S. Census Bureau conducts its decennial head count next spring.

Problem is, that strategy doesn't mesh with census rules, federal officials say.

In an e-mail response to questions about the much-anticipated count, Nagin spokesman James Ross said this week: "An area of major concern relates to New Orleanians working to return here. Many are repairing their homes, and others are trying to work out other life details.

"Mayor Nagin has called for all New Orleanians to list New Orleans as home if they plan to move back, " he said.

The unusual appeal flies in the face of a federal policy dating back more than two centuries that requires people to be counted, with few exceptions, at the address where they are "living or staying" on the official census day, which falls next year on April 1.

"The residency rule is what it's been since 1790, " said Gabriel Sanchez, director of the Census Bureau's regional office in Dallas, which oversees Louisiana, Mississippi and Texas. "We need to count people where they live, not where they plan to live or where they want to live."

Getting an accurate count, he said, is vital to guiding the distribution of $300 billion annually in federal grants and to the distribution of seats in Congress.

We will take from the rich and give to the poor, and if a little happens to fall off into our pockets while we’re doing that, well, that’s the way things work in the Big City.

This is one of the reasons I DO NOT intend to participate in the next census. I don’t want anyone to know I live alone. What if some census taker decides that he and his friends can conduct a home invasion on me?

And as we know, the Prez wants to conscript everyone for this “volunteer” service. If I don’t participate in the cencensus, they may still find me from tax returns and the like. But I’m not about to make it easy for them to find me.

ACORN has a better than average number of liars and crooks in their org. When the census data is being collected by the ACORN ‘volunteers’, it is not a stretch to believe some of what is discovered will make a quick slide to outside orgs like gangs the ACORN nut is also associated with. Leave it to criminal enterprise democrats to pick a criminal org. to do the U.S. census for them.

“Problem is, that strategy doesn’t mesh with census rules”

Those were the OLD rules. The new Obama-Alinsky-Ayers rules say “win at any cost”.

Manipulation of the census is merely a tool to use to assure one-party Stalinist rule.

Think of the future as a boot...

“When the census data is being collected by the ACORN ‘volunteers’, it is not a stretch to believe some of what is discovered will make a quick slide to outside”

I think what will happen is the media and other outlets will try to convince lots of white conservatives and middle-class people in general to not fill out the census forms.

No way, man, it’s not constitutional, they have no right...I’m just gonna put down how many people...You hear that here.

Then when ACORN is sent out for a secondary call to correct things, they’ll pull over in some shady spot and fill in the forms themselves, avoiding nasty confrontation and getting the racial/economic profile Barack and Rahm need for redistricting. And get paid.

If the Blue on the red/blue election maps spreads a mere 2% they need never worry about losing.

I’m not sure this administration/ACORN really cares whether or not conservatives participate in the census. I actually think the primary goal of the census will be to prove we are a majority non-white nation, with a seconary purpose of registering their voters at the same time.

Wow, and what about the cities which have taken in all the Katrina "refugees." I'm staying in Houston right now, as it happens, a city which has shouldered more than its share of the dead weight burden washed out of New Orleans.

Shouldn't Houston get a piece of that action? Then again, of course, Houston is actually a productive city, so it doesn't actually need the money.

By Dr. Paul L. Williams Saturday, June 27, 2009

It’s invasive.
It’s corrupt.
It’s rigged.
It’s unconstitutional.
Its purpose is the legislative transformation of the United States of
America into a land where conservatives,
Christians, and Caucasians will become political castrados.
It is biased and prejudicial.
It serves to channel billions of dollars into bogus political action
groups, such as Acorn.
It promotes gay rights and same-sex marriages.
It is a document that was not something drafted by the Berkley chapter
of the Barbra Streisand Fan Club or the
Alec Baldwin wing of the American Civil Liberties Union.
It is President Barack Obama’s 2010 Census Form.
The form asks if you have a house with running water, if you have a
flush toilet, if you go to work by ferryboat
or trolleycar, if you are mentally challenged, if you are of Hispanic,
Latino, or Spanish origin, and if you are a
white, black, negro, African American, American Indian, Asian Indian,
Chinese, Filipino, Japanese, Korean,
Vietnamese, Native Hawaiian, Guamanian or Chamorro, Samoan, Fijian, or Tongan
It asks if you have hot and cold running water, a sink with a faucet,
a frigerator, a bathtub or shower, a stove or
range, and a flush toilet.
It asks if you use coal, gas, oil, electricity, or solar energy to
heat your home or apartment, if you are deaf or
blind, if you are mentally challenged, if you have a physical
disability, if you are employed, self-employed, or
retired, if you have troubled dressing or bathing, if you have
difficulty walking or climbing the stairs, and if you
speak a language other than English at home.
It asks your income, your educational level, and the time you leave
your home in the morning.
But infinitely more telling is what the new census form doesn’t ask.
It doesn’t ask if you are a citizen of the U.S.A., if you are an
immigrant, or if you are a Muslim.
Naturally, the questions are in English and Spanish, lest anyone think
that America is an Anglo nation. Many
stand in violation of the Constitution which states that a national
census should concern itself solely the number
of individuals in a household.
For this reason, Minnesota Rep. Michele Bachmann is refusing to answer
the “very intricate” and “very
personal” questions.
But there are problems with the Obama census beyond the intrusive
nature of the comprehensive survey.

To assist in the hiring of census takers, the Obama Administration has
opted to partner with the following
special interest groups (not one of which represents the despised race
of whites who settled this country):
• ACORN
• 100 Black Men of America
• African American Women‚Äôs House of Imagene (sic) Shelter
• American-Arab Anti-Discrimination Committee
• Arab American Institute
• Asian American Federation
• Asian American Justice Center
• Asian and Pacific Islander Coalition on HIV/AIDS
• Association of Professors and Scholars of Iranian Heritage
• Boat People SOS
• Hispanic Alliance for Prosperity Institute
• Hispanic Federation
• Fundacion Azteca
• Latino Justice PDLDEF
• Mas New Mexico
• Mexican American Legal Defense and Education Fund
• Minority Access
• National Alliance for Hispanic Health
• National Alliance of Black School Educators
• National American Indian Housing Council
• NAACP National Voter Fund
• NAACP (National Association of Colored People)
• National Association for Black Social Workers
• National Association of Colored Women‚Äôs Clubs
• National association of Hispanic Federal Executives
• National Association of Hispanic Publications
• National Association of Latino Elected Officials
• National Association of Negro Business and Professional Women‚Äôs Clubs
• National Black Chamber of Commerce
• National Black Child Development Institute
• National Black Justice Coalition
• National Black Leadership Forum
• National Coalition on Black Civic Participation
• National Congress of Black Women
• National Federation of Filipino American Associations
• National Hispanic Leadership Institute
• National Hispanic Business Information Clearinghouse
• National Latino Research Center
• National Minority AIDS Council
• National Puerto Rican Coalition
• National Puerto Rican Day Parade
• Rainbow Push Coalition
• U.S. Hispanic Chamber of Commerce
• Voto Latino

Get the picture? Notice a racial bias?
These agencies will be paid millions in taxpayers’ dollars to assist
the President in conducting the census and to
make sure that all minorities are included in the official count.

Not one of the groups represents the despised race of white Europeans
who settled this country and gave their
sweat and blood to make it the most prosperous nation on earth.
Excluded from the list of census partners are such groups, as the
American Legion, the Veterans of Foreign
Wars, the Daughters of the American Revolution, the Elks Clubs, the
Rotary Clubs, the Moose Lodge, and, of
course, the Friendly Sons of St. Patrick.
This racial bias inherent in the census has raised the concern that
the results will be rigged - - a concern that has
been intensified by Mr. Obama’s selection of Robert M. Groves, a
sociology professor at the University of
Michigan,
Republican legislators have expressed alarm because Mr. Groves’s
specialty is statistical sampling — roughly
speaking, the process of extrapolating from the numbers of people
actually counted to arrive at estimates of
those uncounted and, presumably, arriving at a realistic total.
If minorities, immigrants, the poor and the homeless are those most
likely to be missed in an actual head count,
as Mr. Grove presumably believes, and if political stereotypes hold
true, then the statistical sampling of the
2010 census will produce a windfall for the Democrat Party.
This result is certain since the census results as gathered by the
above groups coupled with Mr. Grove’s
calculation of the missed head count will determine which states gains
seats in Congress and which ones lose
them, as well as the allocation of federal dollars to states and
cities based on population.
The Obama budget serves to ensure that the United States will be broke.
His foreign policies will serve the cause of the Muslim world to the
detriment of Israel.
And his census will make sure that the time of the Judeo-Christian
standards and culture in the land of the free
and the home of the brave will come to an end.
The chickens have come home to roost.

Just do what I'm going to do. This is the letter that I'll be enclosing with a copy of the cesus form they send me.

To Whom it May Concern:

I have recently received the enclosed Census 2010 form.

The Constitution’s Article I, Section 2 states: “The actual Enumeration shall be made within three years after the first Meeting of the Congress of the United States, and within every subsequent Term of ten Years, in such Manner as they shall by Law Direct.” This simple statement in the Constitution gives the Federal Government the power to count the number citizens in each state.

•Nowhere does it authorize the Federal Government to compel the citizens to divulge their housing payment arrangements.
•Nowhere does it give the Federal Government the power to compel citizens to provide their phone number.
•Nowhere does it give the Federal Government the power to compel citizens to divulge their sex, age and date of birth.
•Nowhere does it give the Federal Government the power to compel citizens to divulge their race or ethnic heritage.

The Tenth Amendment to the Constitution limits the Federal Government’s powers to only those that are specifically delegated to it by the Constitution. This means that the Federal Government cannot usurp powers that have not been granted to it in the Constitution. An example of this usurpation of power is your implied threat of legal action against me if I do not respond to this form completely. The Census Bureau, as a representative of the United States Government, only has the power to enumerate me. My name is XXXX XXXXXX. I live at XXXX XXXXX Dr. Apt. XXXX., XXXXXX, TX. My wife is Mrs XXXXXXX XXXXXX of the same address. Consider me and my wife officially enumerated. Now you can determine how many congressman my state should have.

I will not provide you with any of the other information you request and you cannot compel me to without overstepping the Constitutional limits on your powers. Do not send a representative to my house. I will not answer the door.

Signed XXXXXXX

The only question a person is legally required to answer is the amount of people in the household. The rest of the questions are like someone else posted, NOYFB. If you only answer that one question, you can look forward to someone from the census board calling you and TELLING you, you HAVE to answer all questions or you will be fined and possibly spend some time in jail. But no matter what they say, you can tell them to stick it.
