Talks intensify over closing Calif.'s $26B deficit

Schwarzenegger, lawmakers express optimism as talks resume to close California's $26B deficit

SACRAMENTO, Calif. (AP) -- Against a backdrop of IOUs and expanding government furloughs, Gov. Arnold Schwarzenegger and legislative leaders expressed optimism Saturday that they were moving toward a compromise that could end California's fiscal calamity.

Negotiations to close the state's $26.3 billion deficit restarted after two weeks of inaction and partisan bickering. Top lawmakers from both parties said a budget-balancing deal was possible in the coming week.

"I would say we're getting very close to a general framework, but there are still outlying questions," said Assembly Minority Leader Sam Blakeslee, a San Luis Obispo Republican, after emerging from a closed-door meeting between lawmakers and Schwarzenegger.

They negotiated about 2 1/2 hours Saturday before ending talks for the day. They were expected to return to the Capitol on Sunday.

...they can talk til they’re blue in the face....California is doomed because over 50% of the households are non-English speakers....there’s no coming back from that.

Why don’t the law makers take a 40% cut in pay...and then cut the welfare benefits by 10% and cut taxes..

It aint rocket science, they either need to slash spending or raise taxes. The people told them hell no to tax increases so that leaves...........

Rocket Science or just plain old Arithmetic. I think they are looking for ways to raise revenue that gets around the Propositions intent. Things like fees, Fines and Revenue Sharing with Local Gov’t are on the table. Heaven forbid actual shrinking of Gpv’t.

BTW, the last item would just be kicking the can down to the Localities who will then go through the same process in their areas. Fees and Fines are going to go through the roof at every level of Gov’t.

It's sad.

Out of money. Told by the electorate to stop spending. Urged to cut out the gimmicks.

But what will we get?

1) More gimmicks that kick the can down the road. Diversions, borrowing and promised pay backs.
2) A raft of new taxes. fees, tax ad-ons, surcharges, VLF increases and a significant increase in consumption taxes.
3) The exact same challenge to be faced by 2012 legislators.

...actually a CA poster recently corrected me saying the actual number of non-English speaking households is over that....I should have made it clear...it’s ‘households’ not ‘speakers’....basically non-asimilated people....who put a terrific drain on resources.

Does anyone know how much they have increased revenue expectations (more/higher taxes and fees etc.) and how much they have cut from their spending in response to this emergency?

Time to divvy up the state, let conservatives have their own piece of CA and the liberals have theirs. We’ll see which half becomes more productive. It’ll be like looking at the stark differences between North Korea and South Korea.

The real problem is that the deficit is actually going to be higher. Tax revenues are falling..fast. Layoffs decreasing withholding, people saving rather than spending, realestate values and taxes going down, taxes on houses not being paid, capital gains taxes going away, etc etc.
They can’t cut big enough to solve the problem. They finally have to face the truth that they can’t run a welfare state with open borders..with the world and other states. It is isni’t just the number of state and city workers. It is also the number of people and programs that the state pays for. Paying for all the programs for illegals who are undereducated and marginally employed(pay little or no taxes) is killing the state.
If they do find a way to close the gap..three months from now they will find out the gap has returned.

Does anyone know how much they have increased revenue expectations and how much they have cut from their spending ?

The executive has suggested substantial cuts in spending with a bag full of accounting gimmicks to bridge the $27B gap. The legislature has a 40/60 mix of cuts and revenue increases.

Both are looking at:

1) An increase in the consumption tax rate.
2) An increase in sin taxes.
3) An expansion of consumption taxes to include some professional services.
4) Ways around Prop 13; surcharging home-owners insurance and a services component on property taxes.
5) Introduction of small to moderate fees for a host of traditional, General Fund services.

Neither side is willing to publicly suggest a temporary suspension of Prop 98. A suspension, with a guarantee of 40% (the original floor of Prop 98) of available revenue, would solve the 2009-2010 crisis all by itself. The NEA is a powerful union.

How much money from state coffers by departing illegals starting with those with criminal records and and then going category by category? A high priority, for example, would be any illegal caught driving without insurance.

If the courts would have let us keep Prop 187 (legaly voted for by California taxpayers)! We would not be in this pickle now. Most of the waste is with Illegals and career welfare recipients.

But the Socialist state house will not touch the Illegals let alone the parasites sucking the state dry!

....Ben Stein on FOX puts it at 50% too....Gusopol3 on this thread thinks it could be 50% also...last week a Freeper put it at over 50%....U of CA study for the 2004-05 school year puts it at 42%....so whats your number?...answer the question wise guy!

While born and raised here, I wouldn't venture a guess.

How about you cite a reference source? Data that can be verified?

My BEST guess would be 20% non-english households.
