If you thought domination of the world's software market was cool, get a load of Bill Gates' next technological vision: giant ocean-going tubs that fight hurricanes by draining warm water from the surface to the depths, through a long tube.
A second tube could simultaneously suck cool water from the depths to the surface.
Microsoft founder Gates and a dozen other scientists and engineers have a patent pending for deploying such vessels, which they say would collect water through waves breaking over the walls of the tub. Some variations have the water moving through turbines on their way down, which would in turn generate electricity to suck up the cooler water.

Hurricanes are necessary processes that moderate ocean temperatures, provide water for numerous continents and are the world’s largest pruning service. Interfering in that process would be a mistake.
That said, it is hard to imagine a machine big enough to exchange enough surface/deep water to have an effect.

Lets take a wild guess that these storms and water temperatures provide a stabilizing factor to the world as we know it. Hurricanes moderate tropical ocean surface temps by sucking heat up from the water and transporting it to the upper atmosphere where it can radiate away.
We don't want to fiddle with ocean temps without knowing what we're doing. The warm water of the Gulf Stream keeps Britain and Europe at a reasonable temperature (look at a globe - Paris France is at a higher latitude than the northern tip of Maine).

Talk of messing with the eco-system.... Unlike the "global warming" scam, there is no telling how this kind of action might affect the climate. Nor how significantly.
We may not understand it, but hurricanes play a role in worldwide weather. And messing with them could have all kinds of consequences -- any of them bad, because we'd be unprepared for them.

The Wright brothers happened to be the first to succeed with their ideas. They used analysis, prototypes, wind tunnels, and many other techniques to perfect their designs before the final success. The preceding work that led to the successes spanned centuries. Gates should stick with software. His software sometimes works.
