I was wondering the same thing. Something needs to go on that young man’s record so that later in life if he continues to assault other people there will be a clear history of violent tendencies. The scary thing is how quickly the young man went from avoiding confrontation at the accident itself to assaulting the woman once he could hide behind his Dad’s sense of authority.
What you’re describing is Oligarchies. In a sense you’re right, all of those are examples of a relatively small group of people dictating how the rest of the population are allowed to live.
