This is a perfect example of the problem with Big Government. It all looks swell on paper, but then you actually have to have people run it, and they are often the least motivated, least gifted and least ethical people, and then you actually have to have more people to act as watchdogs over the people that run it, and watchdogs over the watchdogs, etc. ad nauseum.
