Probably so.
It would surprise me (and almost dissapoint me) if Beijing is NOT on an active hunt for Haq right now, and without one concern over what the world thinks if they take him out, along with anyone standing nearby.
I agree. Dictatorships do not really need to concern themselves with bad press.
Chi-coms won’t pussy foot around with these guys, like the obamma lamma ding dong folks do.
As the Moslem jihadists in the West maintain themselves openly in London, and even call for the prosecution of the Queen; as they continue quietly to immigrate into the US to form sleeper cells; the Chinese - who consider water boarding to be on a par with foot-tickling and noogies - are considerably less amused than seem to be our Western governments.
There can be no doubt they will take whatever steps are necessary to remedy the problem.

If America doesn’t fight for the oppressed, they will seek support of the AQ perverts and we will push even the moderate Muslims into the open arms of the extremists. This is a sad development that the Uighur tie up with AQ to seek independence and deliverance from the Chicoms.

Look, we can put all the indirect ties together and say they are terrorist this and terrorist that, but at the end of the day, the Uighar movement in XinJIang is one that is not so black and white. I don't feel like dragging this out much, but I really don't think this is a very strong argument in terms of demonizing them along the axis of the global war on terror.
The Uighar resistance network does not have the abilities to run strong within the borders of China, and if their best chance of survival, mobilization, training and recruiting is by going to training camps in Tora Bora, and now Pakistan, well, you know thats just the way it is. I think we need to be a bit broader about who we point the fingers at. I in no way agree with the discourse China has used in XinJiang over the decades, and if there is resistance, and this resistance grows, well China asked for it.
I think the Uighar movement in XinJiang is a regional, and not an international, conflict, but if you want to connect all the dots and mold it into a global threat, well im not going to buy it. Tibet has been far more peaceful, and is still nowhere near gaining independence. Infact, as far as I know, XinJiang has obtained more autonomy than Tibet. So it all comes down to what works: violent resistance or ongoing & firm dialogue? That is not an easy question, but if resistance is the path to achieve its political goals, then we can't blame them.
Interesting article, but im not going to take the Uighar threat seriously, as far as the global jihadist threat goes, at this point in time.
More to the point, I think the XinJiang deal is similar to Chechnya. Over the years its rhetoric and language has taken on the language of "global jihadism", but this is more of a survival mechanism. As Tony Wood brilliantly pointed out in his book, Chechnya: The Case for Independence, a similar point was made: any resistance movement will cling on to the identity that gives it the best chance of survival. When your oppressed, crushed, and driven to extreme depravity, you will adopt whatever image gives you the best chance of survival, and cling to what scraps you can obtain, if scraps are your only option. Just like the Chechen resistance and its descent into "Jihadism" took place more and more into the 2nd war, similar the XinJiang movement has followed this similar path.
However, at the end of the day, when you weigh the priorities of each movement, Chechen and Uighar national and ethnic identity still and always will outweigh the identity of global-Jihadism.
its because the nationalist resistance of Chechnya was so deprived they took the funds and aid from the Arab world, and men like Khattab were able to solidify themselves among the ranks of Chechen resistance. When the Chechens adopted Islamic identity it enabled them to connect across national borders to get support from Arabs and networks that otherwise would not exactly support a movement that was merely a Chechen-identity. The transition into Jihadism was largely a financial and logistical motive. Yes it worked, but at the end of the day, I don't think Chechen jihadists are going to be a threat to the United States or Europe even though they may use the language of global-Jihadism now and verbally state their allegiance to the global Jihad or Bin Laden or this or that. I think its similar with the Uighars. Im just not convinced yet that Uighar jihadists (regardless of the language or identity they use at this point) are actually going to be mobilized for campaigns that don't benefit strictly a XinJiang east Turkestan cause.
Also, there has been some Chechen Jihadists who were fairly moderate, such as Suldyev (who did cling to the jihadist identity and some even say the early ideas of the Caucasus Emirate were in the planning stages during his short lived reign), who convinced Shamil Basayev not to commit terrorist attacks against civilians anymore. I actually think Dokku Umarov is fairly moderate compared to most jihadists. But thats another story.
In the interviews on the latest Al Jazeera special with x-Chechen rebels still living in UK (who still communicate with the resistance in Chechnya), even they talk about how it began as a nationalist movement and by the 2nd war, they were all praying and its partly the loss of rational hope to win the war militarily; they went into a state of depravity and isolation, and Islamic faith was all they had left, and minuscule scraps of support from Arabs was the ONLY support they had on the outside. It was financial and logistical necessity that eroded the movement into taking on an Islamic flavor. But i still don't think they are a threat to anyone but Russia or the Kadyrov gov.
An analogy would be to that of US allies that claim to fully support the US in its war on terror, but in fact only contribute token or zero forces to the fight. Why do they make these declarations, when in fact the majority of their populace is anti-American and would prefer not to participate? Because they want to stay in America’s good books, and foresee a time when they will need the US to come to their rescue from a foreign invader. Uighurs have a much more compelling motive to make statements of solidarity with al Qaeda - it’s the only way to keep the resistance movement alive - by getting significant funding from the devout so they can evict the Chinese imperialists who overran the land of their ancestors in the 1940’s, at a time when the US gave the Philippines its independence, and the principal European powers were decolonizing.

They are in active hunt. The Chinese government see the Haq as a threat to their authoritarian power. Remember, during WWII,Joseph Stalin ordered the Chechens and several other groups to be deported en masse to Kazakhstan and Siberia and at least one-quarter and perhaps half of the entire Chechen nation perished in the process.Stalin saw these people as a threat to their power.

E.O. 13224 targets terrorists and those providing financial, technological, or material support to terrorists or acts of terrorism by freezing the assets of designated persons and prohibiting transactions with them. This Treasury action follows a decision by the United Nations Security Council’s 1267 Committee to place Haq on its list of persons associated with Usama bin Laden, al Qaida, or the Taliban and subject to sanctions by UN member states.
“Abdul Haq commands a terror group that sought to sow violence and fracture international unity at the 2008 Olympic Games in China,” said Stuart Levey, Treasury Under Secretary for Terrorism and Financial Intelligence. “Today, we stand together with the world in condemning this brutal terrorist and isolating him from the international financial system.”
Abdul Haq, aka Maimaitiming Maimaiti, is the overall leader and commander of the Eastern Turkistan Islamic Party (ETIP), a.k.a. the Eastern Turkistan Islamic Movement (ETIM). The UN 1267 Committee added ETIP to its Consolidated List of individuals and entities associated with al Qaida or the Taliban on September 11th, 2002.
As ETIP overall leader, Abdul Haq raised funds, recruited new members and further developed the terrorist organization. In early January 2008, Haq directed ETIP’s military commander to attack various Chinese cities, particularly focusing on the cities holding the Olympic Games. Under Haq, trained terrorists planned to sabotage the Olympic Games by conducting terrorist attacks within China before the Olympics began.
Since late 2007, Abdul Haq sent terrorists to the Middle East to raise funds and buy explosive materials for terrorist attacks against Chinese targets outside China. Abdul Haq became the leader of ETIP following the death of the previous ETIP leader in October 2003. As of 2005, Haq was also a member of al Qaida’s Shura Council.

SNIPPET: The top leader of a Chinese terror group with close links to al Qaeda has been killed in Pakistan, according to Pakistans Interior Minister. The report has not been confirmed.
Abdul Haq al Turkistani, the leader of the Eastern Turkistan Islamic Party, has been killed in Pakistan, Interior Minister Rehman Malik said during a conference in Beijing, China. Malik also claimed that the terror groups back is broken and that the group is no longer viable inside Pakistan.
I am happy to inform you that their back is broken, its weakened, Malik said, according to a report in Dawn. We treat ETIM not only as an enemy of China but also as an enemy of Pakistan .... Now the other so-called gang leader Haq has been killed recently, I can confirm that.
Malik has not provided any evidence of Haqs death, nor did he detail the place and date that Haq was killed.
US intelligence officials contacted by The Long War Journal would not confirm Haqs death but said they were aware of the rumors.
Haq was rumored to have been killed in a US Predator airstrike in North Waziristan on Feb. 15, but the report was never confirmed. The ETIP has not issued a martyrdom statement announcing Haqs death, nor has it named a replacement leader.
Malik and senior Pakistani officials have an atrocious track record for accuracy in reporting the deaths of top Taliban, al Qaeda, and allied jihadist groups leaders.
