I am not an expert on this particular case — but I seem to recall from a cursory glance at the news article that there were incriminating text messages from the cop to the “undocumented” worker.
Which could just as easily imply a mutual relationship as a coercive one. If the cop acted like a lovesick puppy in his texts, than you have to take the victims word whether the meetings were willing hookups or not.
