New rules issued by the Bloomberg administration allow minority- and women-owned businesses to circumvent the system for awarding small city contracts -- an advantage denied white-owned firms, The Post has learned.
In a memo issued July 15, the mayor's Office of Contract Services told city agencies they could no longer solicit vendors to bid on small contracts -- defined as between $5,000 and $100,000 -- unless they're certified as at least 51 percent minority- or female-owned.
That means that even longtime vendors won't be able to sell goods and services to the city in that price range if the owner is white, unless they're fortunate enough to be selected through a random lottery system.

"I was told I can't bid on city contracts because I'm white," the owner recalled.
City officials don't dispute that account.

Never mind that their bids are significantly higher than a white owned company.

This is so clearly illegal, in that they are granting city business based on race. This goes beyond affirmative action type plans. This is a minority set aside quota program.
This is part of how elections have consequences. If anybody files a lawsuit, one hopes a fair minded judge will hear the case and make a ruling. If one files a lawsuit, only to have a politically correct wise minority type judge, then that person can’t get justice.
Why do we still have quotas like this, 45 years after the civil rights act of 1964????? How much more can the government do to ensure equal opportunity? And, how much racism and discrimination are these businesses really facing in getting city contracts? New York is very liberal, and I’m sure they have liberal guidelines for granting city contracts in place already. Why is there an additional need to set up a quota, which clearly is granting contracts based on race, ethnicity, and sex????????
Political correctness trumps the constitution if politically correct judges issues the rulings. If a Sotomayor type judge hears the case, her rich wise Latina experience will influence her to rule against anyone challenging this type of plan in court.
