South Africa is, I believe, hurting for solid currency, which a robust arms trade provides. I think that’s the angle, but not sure.

Most arms deals are economically motivated yes. Zimbabwe is in shambles though. It doesn't make a lot of sense for them (South Africa) to indirectly foment an armed conflict in a border nation with so many problems. The displaced refugees are already an issue.
