The U.S. government is prepared to provide up to $10 billion in loans to finance the development of massive hydrocarbon reserves off Brazil’s coast, a Brazilian official said Wednesday.

Do you think he's really concerned about America being dependent on foreign resources? Of course he isn't. Especially when there's so much for him to gain personally by dealing with another country.
