I am betting those hearings will be as fruitful and public as Obama’s pledge in 2008:

I think this is a CYA situation.
If they stop now and say we are going to have VERY public hearings (without astro turf) then the elected politicians have cover.
HOWEVER THIS IS NOT ABOUT HEALTHCARE. Webb is trying to save his posterior. Obama is trying to divide and break up the USA.
Obama needs a divided country.
