Obama sets stage for using budget maneuver to pass health reform

President Barack Obama this week has been laying the foundation for Senate Democrats to use a controversial budget maneuver to pass healthcare reform.

By offering Republicans olive branches during his address to Congress on Wednesday, Obama has set up a win-win situation. If GOP lawmakers embrace compromise, a healthcare bill would pass Congress easily. But the more likely scenario is that Republicans will continue to oppose Obama’s plan, and the president later this fall will be able to note he tried to strike a deal with the GOP but could not.

That will set up a Democratic argument that Senate leaders have been forced to use a partisan budget tool known as reconciliation to pass a health bill through the Senate by a simple majority, instead of 60 votes. Under the budget plan they passed earlier this year, Democrats could invoke the reconciliation process on Oct. 15.

I think the "inextricable problem" is a very likely scenario. There's no convenient briar patch to offer him cover, either. I just hope the dullard GOP crowd doesn't pull him free of the tar.

It's not just you. I'm convinced that 2010 will not matter.

Mid-term elections are when the base comes out. The Republican Party is doing nothing to galvanize their base, so that helps the Democrats. And Obama and Pelosi are pushing ideas that will galvanize the Democrat base. And then there's the voter fraud issue.

2010 will not help us. And I beleive that by 2013 the illegal aliens will have amnesty and will be able to vote.

I have "zero" faith in our electoral system at this point. It's over.

Name calling is not olive branches.

Make Obama tally exactly what half of the bill he wants both came from Republicans and is endorsed by a majority of Republicans.

Otherwise it is calling people derogatory things and insisting on complete capitulation.

I’m supporting Eric Cantor, the minority whip, because his common sense approach to health care makes sense to me. He’s proposing a 24% surcharge on health benefits which will help keep illegal aliens out of our hospitals. I had to take my kid to the ER last weekend and the place was loaded with em. I guess that’s the way Obammy likes it.

The WSJ ran an article a few weeks back pointing out the hollow threat of reconciliation. If reconciliation is used, all items in the bill which do not deal directly with revenue are stripped out. So you would have a bill with the same fiscal amounts, but most of the policy making portions of the bill — the vast majority, if I understand correctly — can not be included in the bill.

It still requires a bill to be out of the House FIRST with 218, right now it's a fight to get those. If they get Blue Dogs on board, they lose the Black Caucus, vice versa. If they do eke out something phony, intended to allow the Senate to strike the language to insert a deal that is passed with this nuclear option, that bill will need to go back to the House where it again must garner 218 ... I will say again, I just don't see it happening.

I am positive that not one Democrat has read the bill.

FOX had a Dem pundit on yesterday, who kept saying that we need to pass this thing immediately because of all those millions of desperate people who need care NOW! they can’t wait a minute longer. To take the time to think this through and argue out the details would cause people to die. AND BY GOD, WE CAN”T ALLOW THESE PEOPLE TO SUFFER ANY LONGER!

What confused me, nobody on the panel told this crazed woman that the plan won’t even take effect until 2013. Obviously, she had no clue and displayed the emotional sensationalism and gross ignorance of the Left.

I don't understand how these things work. Are you saying that reconciliation would allow (let's say) a trillion dollars to be set aside for Health Care Reform, but that no policies would be established to actually implement anything?

I would imagine that the Democrats might like that.

As far as I understand it, reconciliation applies only to those provisions directly related to taxes and expenditures.

I just don’t think the Democrats will do so, because when it all comes tumbling down as the unmitigated disaster it is, they won’t be able to claim it was a bipartisan measure. It will be THEIR VERY OWN FOX UNIFORM and conservatives can drive the stake through their hearts come 2010 and 2012.

If they go that route, it also has to be budget neutral.

Meaning, they can only raise taxes, or cut other things to pay for it. It must pass the ‘sniff test’ of the CBO of being fully paid for.
