In almost every statement on health care, Obama uses the conditional or optative mood (may, could, would, should, etc.).

I always learn something from Professor Hanson.

St. Luke has St. Paul use a couple of optatives in his speech to the Areopagus (Acts 17.27), maybe to show off to the Athenians that he is well-educated.

Not that I suspect Professor Hanson of showing off.
