If you have plead and bribe a titled nobleman Doctor for permission to obtain a substance, I consider it controlled.
CVS and Rite Aid sell many scheduled substances, just not any taboo Schedule 1 molecules (of Satan).

Sure they do. In fact they dispense tons of them. They are legally licensed to do so. Hydrocodone is a Schedule 3 controlled substance, to name just one.
