When cigarettes are raised $2.00 a pack, it is NOT a tax, it is a fee.

For the case where the individual is uninsured for less than a full year, the amount is prorated (ie, if you're uninsured for just a month, your tax is 1/12th of what the full year amount would be)(a) Tax Imposed- In the case of any individual who does not meet the requirements of subsection (d) at any time during the taxable year, there is hereby imposed a tax equal to 2.5 percent of the excess of
‘(1) the taxpayer’s modified adjusted gross income for the taxable year, over
‘(2) the amount of gross income specified in section 6012(a)(1) with respect to the taxpayer.
This is life in the real world:
Add to auto expense (car,gas, maintenance) for a young male to get to work, $400 per month for minimum coverage REQUIRED BY LAW which is $40,000 liability and uninsured motorists coverage. We are REQUIRED to carry uninsured motorists coverage because the state will NOT enforce the law that requires insurance. How stupid is this? WE have to follow laws, but the people who make them don’t!
This is the quote I got from ALLSTATE and STATE FARM for an underage male when my son started driving with no tickets or accidents. This rate lasts until they are about 24 or 25 years old.
Add rent, food, other necessities and you’ll see that it is IMPOSSIBLE for the average young person starting out to be independent and responsible. I know some young men who are already married and/or have fathered children at this young age.

The Baucus Bill is dragging bottom for a lot of reasons, but like the House bill before it, as their final act, get ready for the next "alternative" waiting in the wings: "Wyden-Bennett," the "Healthy Americans Act," which already has "bi-partisan" support.
