This is meant to threaten Colombia, which VZ hates and is one of the few hold-out capitalist democracies in the area, thanks mainly to support from Reagan and the Bushes. Of course, Obama and the Dems love Hugo and hate Colombia.
Ever since the Dems got into power, they have been trying to destroy Colombia, going after the military support and free trade issues that have to be approved by Congress. They haven’t gotten quite enough support to destroy it, though, so I’m sure a message is being sent by this joint exercise with two of the most aggressively leftist countries in LatAm, both of them with a history of supporting attacks against and within Colombia.
We are also trying to please Russia by opening the door for them in Latin America further than ever before, not to mention throwing Ukraine, Georgia, Poland and the Czech Republic under the bus.

He also confirmed the entry of the vessel USWEST the U.S. Navy to participate in an exchange of training with the Navy personnel of the Army and 5 to 30 November this year, he said.

Parliament also approved the admission on a rotating basis of 30 soldiers, ships and aircraft of the Army Air Force of Venezuela to participate in a training exercise in exchange for humanitarian relief operations in Nicaragua Army personnel from 1 November 2009 to 10 April 2010.

The Russians and Venezuelans have already had joint military exercises last year, IIRC, which did not include the US.
Who knows what’s really going on, but perhaps the US insisted on being included this time around for various reasons. If you can’t beat them, join them.

I did a quick perusal of several .mil sites including the DoD general site and couldn’t locate a upcoming training exercise that included Nicaragua and Venezuela.
I did see a recovery of dope with US mil and Venenzuela and a humanitarian aid associated with Nicaragua and US mil.
