His plan is to get people killed unnecessarily, blame the military in general and the generals in particular, discrediting individuals, the military, and by extension America.

I think he's waiting for a large number of casualties in one day, whereupon he will withdraw.
Any criticism will be derided as partisan, and he will point to Reagan pulling out of Lebanon. (I consider Reagan's withdrawal understandable, but in hindsight the biggest mistake of his presidency.)
