When Sen. Jon Tester (D-Mont.) had his turn to question 
Sebelus, he raised the issue of whether the United States was 
"entitled" to the vaccine more than other nations. "Why should 
we be more entitled, the U.S. be more   entitled to that vaccine 
than some other country in the world?"

(CNSNews.com) – Health and Human Services Secretary Kathleen Sebelius told CNSNews.com Wednesday that one in 10 doses of the swine-flu vaccine purchased by the U.S. will be donated to other nations before the U.S. demand for the vaccine is filled.

Sebelius also told a Senate committee that vaccine production is well behind demand.

“What we said is once we have 40 million doses (of the vaccine), the donation can start,” Sebelius told CNSNews.com. “There’s an agreement (of) 10 percent donation that 11 nations have made,” she said.

HHS has ordered about 250 million doses of the vaccine, so the donation would begin after the U.S. received just 16 percent of its original order.

Sebelius made the remarks at a Senate Homeland Security Committee hearing on the government's preparations for dealing with the H1N1 flu virus outbreak. Education Secretary Arne Duncan and Homeland Security Secretary Janet Napolitano also provided testimony at the hearing.

The nation’s top health bureaucrat said the government would still donate to foreign nations part of the stock of vaccine purchased by the U.S. government despite delays in getting the vaccine to American citizens, which she said puts the nation “at the point where demand is ahead of the yield.”

“We will do our best to ramp up the production and continue to push it out the door,” Sebelius said.  Sebelius responded: "Well, I think the balance is difficult. The president clearly has made it clear that his priority is safety and security of the  American people, and immediately he also adds that we're a global partner. So we have joined now with 11 nations in terms of 10 percent of the
vaccine will be made available to developing countries."

Sebelius said that Congress had “wisely” included funds in the last supplemental appropriations bill to allow HHS to place large orders of the vaccine well in advance.

“The orders are filled in priority terms, so we are really at the front of the line with some of these (manufacturers) in terms of getting the vaccine as it is produced,” she added.

When speaking with CNSNews.com after the hearing, Sebelius also emphasized the needs of developing countries.

Asked whether Americans should be prioritized over foreigners with the stockpile of H1N1 vaccine that HHS has ordered using taxpayer funds, Sebelius said: “Well, I think that we are trying to do both things simultaneously--participating is part of our partnership with 11 other countries in terms of donating to developing countries.”

“There’s an agreement (on) 10 percent donation that 11 nations have made, at the same time trying to get the vaccine out to Americans," said Sebelius. "What we said is once we have 40 million doses, the donation can start.”

Referring to the production delay for the vaccine, Sebelius told CNSNews.com: “We had hoped that that would be a little earlier, but we are working with these 11 nations through the World Health Organization (WHO) to help get the vaccines to countries particularly who can't purchase them. I mean, that’s really the issue is the countries who don’t have the wherewithal to purchase vaccines. We need to make available some of the vaccine that is available to the developed nations.”

When CNSNews.com tried to clarify whether the donation would happen once the delay in production was over and all of the U.S. demand had been met, Sebelius said that was not the case.

“Well, no," she said. "Forty million doses was the initial benchmark and so once that is in this country, then 10 percent of the (doses are donated), and we’ll make up the rest. That’s what the other nations are doing too--England, New Zealand, and Australia and Germany and Spain are all participating in this kind of global effort.”

HHS has ordered about 250 million doses of swine flu vaccine, both in injection and nasal mist forms, which they expect to administer through the spring. The U.S. population is about 307 million.

The only good thing about this woman is that she is NO longer Governor of Kansas. What a poor choice but she fits right in with the radicals that surround Obama.

Put foreign countries ahead of the US citizens seems to be the mantra of the Obama radicals.

Hmmmm. Just this morning I was reading that 0bama was giving millions to muslim countries to allow them to improve their technology...

I wonder if the decision about who gets the vaccine is also religion based?

Proof this so-called “national crisis” is a totally fabricated political tool and nothing more. The timing of this release is comical. First, BO releases his “national crisis” declaration late Friday, then Sebelius buries this release late on Saturday.

Ten percent of 250 million doses is 25 million. What is the fatality rate of H1N1? What happens when you multiply 25 million doses produced for Americans and misappropriated by the government by the expected fatality rate? Essentially, how many Americans are expected to die for Obama's foreign altruism?

Of course the real story here is a NewOrleansesque sort of government incompetency of getting the vaccine out to health providers.

Whether you want the vaccine or not being set aside...this is government booracracy showing its incompetence, ineffectiveness, and malfeasance.

They are running a government information campaign of epic proportion for a vaccine they cannot deliver as we speak....the county I live in of about 80,000 only got 260 does...lmao.

Only insane religions (like those that preach the murdering of naysayers, if not non-believers) derive their codes of morality from the ravings of madmen (mysticism) instead of from objective reality can come up with a moral code as evil as pure altruism. In the pure altruism the Obamunists believe in, ALL forms of selfishness, even just earning a living, engaging in trade, growing a nest egg, and taking care of yourself and your family (the GOOD kind of selfishness) is considered evil. Therefore this nonsense violates the establishment clause of the First Amendment. The motivation for it is ONLY mysticism based, taken on blind faith like crackpot arbitrary religious dogma.

This swine flu is blown so out of proportion. It’s ridiculous.
It’s a mild flu. It will hit underdeveloped countries worse of course. And sure those with compromised immune systems will be hit the hardest. The majority MIGHT get it, but will be just fine!

How much demand is there really for this?

I haven’t gotten it and have no intention of doing so.

I’m not even certain what the symptoms are really. Did have the flu a few weeks ago but didn’t check into a doctor’s office for it.

I’m not saying it isn’t real, I just don’t have the sense we’re in OMG epidemic take a shot for our survival territory here.

Yeah, something is very NOT right here. I wondered a couple weeks ago if they weren't saying “while supplies last” so to speak to create a stampede for a vaccination many people aren't entirely comfortable with.

I will not be getting it, and none of my friends will either. One of my friend's mom is a nurse (and Obama supporter) and SHE is not taking the vaccine and told my friend, her daughter, not to take it.

And of course the issue of declaring a national emergency only to give away supposed live-saving vaccines...WTH?

Well, that's one way to dump it.

Imagine trying to sell socialized medicine when you're sitting on top of 200 million doses of flu vaccine rendered useless both because the threat was overblown and because the disease is not of such severity as to warrant taking the risks associated with the vaccine.

She's got to get rid of it one way or another.

Me neither, but THAT'S NOT THE POINT! The point is that OUR elected officials aren't looking out for us FIRST. We have to raise a stink about it before they give away something important, like the control of our middle east oilfields, the Panama Canal, control of the port of Long Beach, our computer, missile and satellite technology... So let me get this straight. Obama declares a national emergency regarding the swine flu and then is going to send the vaccine (in short supply) to other nations?

This is an unusual situation in that some people want no part of this vaccine, and others are literally desperate to receive it for themselves and their families ASAP.

I expect that some who do want it will receive it later than they would have otherwise because of this donation. It’ll probably be four to eight weeks before the supply of the vaccine catches up with the demand in the US, even though in the end we might have a large stock left over next Spring.

Maybe these troops are actually being prepared for something else.

Train people to ignore flue-like symptoms and distrust vaccinations and then introduce smallpox on a large scale.

Smallpox starts out looking like a severe flu. It would be everywhere before people realized it was something different.

That would be devastating.

Obama is The Chaos President. He's been doing this kind of crap since the day he took the oath. Everything about this flake seems to be born under the banner of random chaos. He constantly says one thing and does another. He's either insane, really stupid, or crazy like a fox. I don't know what his end game is, but he seems to revel in constant controversy and division, all while looking like a lunatic to anyone who doesn't have their head buried up BO's butt.
