Fort Hood, Texas (CNN) -- The police officer who ended the Fort Hood massacre by shooting the suspect was known as the enforcer on her street, a "tough woman" who patrolled her neighborhood and once stopped burglars at her house. "If you come in, I'm going to shoot," Kimberly Munley told the would-be intruders last year. It was Munley who arrived quickly Thursday at the scene of the worst massacre at an Army base in U.S. history, where 13 people were killed. She confronted the alleged gunman, Maj. Nidal Malik Hasan, and shot him four times. Munley was wounded in the exchange. That's just like her, friends and family say. "I just felt more protected knowing she was on my street," neighbor Erin Houston said.

It’s quite likely because soldiers are not allowed to carry concealed weapons; the Geneva Convention requires that all arms be carried openly. Also, ammunition suitable for personal defense or law enforcement (with hollow point bullets) is illegal.
So the real question should be why soldiers are not allowed to carry openly, with Geneva Convention ammunition. .45 ACP ball has as much stopping power as any hollowpoint.
Wow - she’s a credit to the force, a blessing to those around her. Woman of the Year, imho.
The body count at Fort Hood would have been lower if Texas CCP carrying Soldiers were allowed to do what was necessary to MAJ Mohammed.
But because the Soldiers are ruled by nonsense, it made Mohammed's destruction that much greater.

I saw an interview with a Soldier on FOX earlier today. He claimed he was armed with a gun and clip in his boot. He was down the hall from the shootings. He could hear the shots and heard all the screaming. He said he wasn’t hiding, but stayed put.
A different article stated that she is 5' 4".
