They learned from 911 and it will never happen again. Here’s what The USA Patriot Amendment Act of 2009 as reported out of committee would do to the expiring Patriot Act provisions:
Lone wolf: The bill would not extend authority allowing the government to track a target who has no discernible affiliation to a foreign power, such as an international terrorist group. The provision only applies to non-U.S. persons. It has never been used by the government.

Fort Hood, like all US military installations, is a "gun free" zone. It is the perfect environment for a terrorist to go shooting.
Texas CCP holders have no rights at Fort Hood, which is why they unfortunately were all sitting ducks.
I am of the opinion that if some of the Soldiers had CCPs and pistols, that the body count may have been lower.

My kid was in Army CounterIntel, much of which he hated because of the PC careerists in the Officer Corps. He managed to get himself reassigned (and almost continously deployed) to a more aggressive unit working directly with the Iraqis.
His assessment of the Arab world: “Lots of wonderful people, but more than anything else, they need a different religion.”
