If he wanted to be diplomatic (he was in Japan, after all), he could have said:

“It brought about the surrender of Japan with the least loss to BOTH sides. In addition to hundred of thousands of US casualties, millions of Japanese would have died in the invasion that was sure to follow the tyrant Tojo's refusal to surrender.”
