Whole lot of inner city people moved back to the area to be with family, and transported all their problems with them. Drugs, AIDS, gangs and the welfare lifestyle.

Like many idiotic liberal notions, it was thought that once these people were freed from the evil buildings and grounds that caused them to behave like animals, they would instantly become productive, contributing good citizens.
