Well the shooter has a wife. Maybe he does have access to some money. KOMO showed him standing in front of his rental home after it was damaged by fireworks this summer.
His residence is at another home where the reporter was standing in front of.
Also the recent assault on an officer happened after neighbors called because he was throwing rocks at cars and peoples houses.
