Can we prioritize the list of humans who should “stop polluting”?
No, and I'll tell you why:
After all the countless emissions mandates imposed on the auto industry, the only significant exhaust emissions are, CO2 and water.
The green-weenies had nothing else left to pick on.

Nope. They know what their target for control is, and that is America, and Americans.
Denying healthcare to seniors will reduce CO2 emmissions.
Another creative method of taxation it seems.
Tell all the green stuff that breaths Co2 that it poison and that they need to stop breating it. Whoop forgot that they exhale Oxy.
I think that as small children, envirowackos were over exposed to CO2, thus causing brain deficiencies.
They need to QUIT REBREATHING THEIR AIR.
High on the list must beer drinkers. Every time they pop the top they begin to emit CO2 that hangs around for ever
The same is true for Coke and Pepsi drinkers
This CO2 BS is going to be a nasty surprise to most Americans. The main industries that will be impacted are refiners, chemical plants and paper mills. About 20 years ago, those industries were forced to install flue gas desulphurization equipment on their dime. This CO2 restriction cost will raise the prices of all fuel big time. That means much higher gasoline, diesel, heating oil and electricity. Think about the last time diesel went way up, the cost of groceries went up very quickly. Add to that smaller companies that cannot get bank financing because the govt owns the banks. They will not be able to absorb that kind of govt manadated cost. Hope and change.

The communists will be "shocked" at the "unexpected over reaction" on the part of "extremists."
What surprises me is how enthusiastic they are about running themselves off the cliff as fast as possible. It's like the common sense possessed by a child escapes them.
So, you have to conclude that it’s not “emissions” that they’re after, but industry and energy usage itself.
I swear, we’re going to have to drag these people down the steps by their ankles to get our point across.
Indeed! Even then they may not get it - I think some would have to swing from lamposts.
Some of them are going to have to see their fellow elitists going for a lamppost ride before they “get it” that we the people are not going to be subjugated to their “superior vision”.
