It looked like and sounded like a bit too much Christmas 'cheer', and being told by his handlers to make sure to blame the Republican members for the bill.
That is their talking point, and will be now once they get it passed. Whatever it is, it's all the Republicans fault.

Summary: Even though the Dems wouldn’t let the Reps into any meetings, and refused to listen to a word, or review any alternate plan from the Reps, (on the basis that the Rep. plan actually cost less, and covered more people, so it was no good), that it’s all the Reps fault because they refused to help.
Add some beer, and a few martinis, and mix well.
