New laws welcome the new year [Texas]
Houston Chronicle ^ | 1-01-2010 | R.G. RATCLIFFE

Posted on 01/02/2010 7:29:28 AM PST by deport

• • Teen tanning: Tanning salons are a popular teen stopping point before spring break or the prom, but a new law will limit their access to tanning beds. The legislation became law in September, but enforcement begins today. The new law bars anyone under 16½ from using a tanning device. Those between 16½ and 18 must have a parent or guardian's permission in writing at the salon before they can use a tanning bed.

• • “Fire safe” cigarettes: This legislation became law in 2007, but retailers were given time to dispose of cigarettes in stock and obtain certified fire standard compliant cigarettes. Retailers that sell non-fire safe cigarettes can be fined up to $100 a pack.

• • Infectious disease testing for pregnant women: The State Department of Health Services will begin enforcing a requirement that pregnant women be tested for HIV, syphilis and hepatitis B unless the woman objects. The tests are to be conducted on the first prenatal visit, in the third trimester and upon admission for delivery.

• • Vaccinations for bacterial meningitis: College students will have to provide a doctor's note showing they have been vaccinated against bacterial meningitis at least 10 days before moving into campus housing.

That was years ago wasn’t it?........ Now if they just ban lighters the smokers will have to resort to rubbing sticks together.....

I guess since "Vampires" and other such TV programs are "the thing" for teens they'll become night people and avoid that true blood tanning source"

Over Thanksgiving, we visited a touristy ghost town outside of Apache Junction, Arizona.....one of the knick knack shops had some old style and weird candies - in the forefront were candy cigarettes.

Hadn't seen those in decades.

Why does government, any government ALWAYS have to make “new” laws? The laws do nothing but inhibit, except for the criminals and “lawmakers”. These new Texas laws are silly, and cost a lot.

LOL, I agree......... But the gov’t guys/gals, legislature and Governor, think they must tell the populace what to do or else they’ve not done their job. You know they are elected to lead us as we’re too damn dumb to take care of ourselves.

Same thing with our HOA. They feel like they’re not doing anything if they’re not banning cloudy days.

I want my garbage collected, the pool cleaned, and the grass cut. That’s why I moved here, why do you have to keep adding more rules and fines?

Because “Legislators” always try to remake the world into their version of Utopia. That’s just in their spare time however. Mostly they proffer “Laws” for money.

Teen tanning: Oh gee! I guess Texas teens are to be banned from outdoor activities for 10 months out of the year.

"Fire safe” cigarettes: More chemicals to put into our bodies. IIRC, fire retardents are carcinogenic. Someone correct me if I'm wrong.

Infectious disease testing for pregnant women: OK, I can agree with this, and it gives the mother a way out. But if it's voluntary, why is it a law, and who is paying for this?

Vaccinations for bacterial meningitis: Gee Rick, you good-for-nothing-RINO, did Merck get to you again? Don't you remember Giardasil?

Property taxes: Property appraisers must now consider foreclosures and properties that have decreased in value in an area when appraising property for taxes.  It's about time. Property appraisals have been climbing too high, too quick. School boards are too greedy and seem to think they own private property.

If RINO Rick keeps this crap up, he won't have to worry about running for re-election. Kinky or KBH will be a shoe-in.

My stupid state level career politician here in liberal NorCal actually sends emails to his constituents asking for their suggestions to make up new laws.

He calls it “There oughta be a law” CONTEST!

I suggested that following the precepts of International Law, as in China, that corrupt politicians be given a bullet behind the ear. (just kidding; I’m trying to stay off of domestic terrorist lists).

-Teen tanning: Tanning salons are a popular teen stopping point before spring break or the prom, but a new law will limit their access to tanning beds. The legislation became law in September, but enforcement begins today. The new law bars anyone under 16½ from using a tanning device. Those between 16½ and 18 must have a parent or guardian’s permission in writing at the salon before they can use a tanning bed.

This one was discussed a while back here on FR. IIRC, the argument was this is a redundant law that basically restates several existing guidelines. Might be wrong about that, though - it’s been a while and my memory isn’t what it once was.

-“Fire safe” cigarettes: This legislation became law in 2007, but retailers were given time to dispose of cigarettes in stock and obtain certified fire standard compliant cigarettes. Retailers that sell non-fire safe cigarettes can be fined up to $100 a pack.

Most states already have this one on the books. Smoker friends and family tell me the “fire safe” smokes are nothing but a pain in the butt.

-Infectious disease testing for pregnant women: The State Department of Health Services will begin enforcing a requirement that pregnant women be tested for HIV, syphilis and hepatitis B unless the woman objects. The tests are to be conducted on the first prenatal visit, in the third trimester and upon admission for delivery.

This actually sounds sensible on its face. An unborn child infected with syphilis has a very high risk of being stillborn or dying shortly after birth. Early detection and treatment can make a world of difference.

-Vaccinations for bacterial meningitis: College students will have to provide a doctor’s note showing they have been vaccinated against bacterial meningitis at least 10 days before moving into campus housing.

I had to have certain vaccinations before I could live on campus when I was at university. Mostly it was for certain highly contagious diseases - Measles, etc. Dunno how communicable Bac Meningitis is.

All “nanny-state” laws. Why do we no long pass real laws, like execution of all convicted child molesters?

Why does government, any government ALWAYS have to make “new” laws?

I've always had the same burning question. But I think it comes down to this: Legislators have to justify their existence. The legislature's objective is "legislating." It's a law factory. What would the multitudes of the unwashed masses think of a legislative body that sits on its hands? Those lawmakers who do object to all the unnecessary, silly bills (99.9% of them) that make their way through congress are derisively call "obstructionists."

No and I would be most happy to tell them what to do with their test. A few days ago someone published a list of stupid laws just passed here in California(Where I live now)
But with this I believe my old state of Texas has ‘em beat. Three tests tn 9 months huh? And just who pays for the test?

Non of these laws overreach. I’m a Texan and oppose useless new laws as much as anyone, but these aren’t bad. Meningitis is seriously contagious My sister in law had it, we had to wear masks, and hospital gowns to visit her.

Here’s one of the new ones for California...

Sacramento, CA - California homeowners will have a more difficult time finding replacement parts for water faucets.

One of the many new laws going into effect today makes it illegal to sell faucets and replacement parts that contain more than ¼% lead. Up until yesterday, the legal limit was 8%.

Thanks for the clarification on meningitis being contagious. I thought it might be, but wasn’t sure. I do know it is a nasty sickness. My dad had it as a teenager.

Texas is first state to require exam reimbursements for older residents

Many middle-aged and senior Texans who are covered by certain insurance plans now qualify for tests that proponents say may detect undiagnosed cardiac disease and help them avoid premature death.

A law that took effect Friday makes Texas the first state to require insurance companies to reimburse preventive heart screenings.

Using a cell phone period is illegal in school zones while driving as long as the city post notice signs. Austin just made texting illegal city wide and I believe other cities maybe following suit but you can still talk on a hand held phone.
