A 23-year-old man charged with killing one soldier and seriously wounding another in a shooting outside an Army recruiting office in Little Rock, Ark., was once detained in Yemen for possessing a fake Somali passport and other counterfeit documents, law enforcement officials said Tuesday.
The episode in Yemen prompted a preliminary inquiry by the Federal Bureau of Investigation and other American law enforcement agencies into whether the man, Abdulhakim Mujahid Muhammad, had ties to extremist groups, the officials said. But that investigation was inconclusive, they said, leaving the bureau with insufficient evidence to wiretap his phone or put him under surveillance.
It is not clear when Mr. Muhammad, an American convert to Islam who was traveling on a valid United States passport, was detained in Yemen or why he would have been carrying counterfeit documents. His detention in Yemen was first reported Tuesday by ABC News.

The Arkansas man accused of killing an Army recruiter and wounding another had used the popular Google Maps application to investigate recruiting centers in at least five states, as well as Jewish institutions, a day-care center, a post office and a Baptist Church, according to a report issued Tuesday evening by the Department of Homeland Security, ABC News has learned.
Recruiting centers in New York, Atlanta, Louisville and Philadelphia were on a list of possible targets, based on evidence found in the home of the suspect, Muslim-convert Abdulhakim Muhammed, according to the report.
A recent convert to Islam, Muhammad, 24, upon his arrest Monday shortly after the fatal shooting, allegedly confessed and told authorities he acted alone, according to court documents. But prior to the shooting, Muhammad had been the subject of a preliminary investigation by the FBI’s Joint Terrorist Task Force since his return from Yemen, where he was arrested and had in his possession a false Somali passport, ABC News has learned.

In an armed attack outside the Army-Navy Career Center which handles recruiting, in Little Rock, AR, Abdulhakim Mujahid Muhammad, 23, killed one soldier wounded another. Muhammad, an American citizen who is a convert to Islam and previously known as Carlos Bledsoe, already had been under investigation by the FBI at the time of the shootings.
He had traveled to Yemen, received indoctrination from radical clerics, according to a watch group, and possessed a false Somali passport.
