A Stability Police Force for the United States: RAND CORP CALLS FOR NATIONAL POLICE FORCE???

I know someone who purchased this from RAND.

By page 19 this report goes from discussing the need for a Special Police Force overseas to supplement interventions, to suddenly needing a force that can circumvent Posse Comitatus.

Posse Comitatus exists for a reason and any attempt to circumvent it, not matter how nicely packaged, is a step on the way to "Special" police becoming "Secret" police.

They call it :A STABILITY POLICE FORCE: This study asks several questions. First, is a Stability Police Force (SPF) necessary? An SPF is a high-end police force that engages in a range of tasks such as crowd and riot control, special weapons and tactics (SWAT), and investigations of organized criminal groups. In its ability to operate in stability operations, it is similar to such European forces as the Italian Carabinieri and French Gendarmerie. Its focus on highend tasks makes it fundamentally different from UN or other civilian police, who deal with more routine law and order functions. It is also different from most military forces, which are generally not trained and experienced to conduct policing tasks in a civilian environment. Second, if an SPF is necessary, what should it look like? This includes considering such issues as: its objectives, tasks, and size; its speed of deployment; its institutional capabilities; where it should be headquartered in the U.S. government and how it should be staffed (standing force, reserve force, and hybrid force); and its cost.

might be inserted. The SPF could be used for missions such as: shaping

an environment before a conflict; law enforcement duties in an active
conflict environment; or security, stability, transition and reconstruction

(SSTR) operations after a conflict. It could operate as an independent
entity under a U.S. ambassador or a UN Senior Representative

to the Secretary General (SRSG), or as a force element reporting to a Joint
Task Force (JTF) commander. In this latter case, the SPF would

probably not be used as a standing unit, for example to hold an area of
operations, but rather as the provider of small, highly qualified highend

law enforcement capabilities to the joint force, to be task organized 27 See

overall needs of the JTF.”

Police Worry that Budget Cuts Will Hinder Their Ability to Fight Back

In every recession since the 1950s, crime as gone hand and hand with the economic decline (source: news.yahoo.com). Now amidst budget cuts for many police departments across the country police agencies say that crime is once again raising as the economy falls and their ability to fight back may be hindered.

With a bad economy come lost jobs, lost savings and lost pride. People grow increasingly desperate and many times will turn to crime to try to make ends meet. But along with that comes the career criminals who can now, thanks to budget cuts, commit crimes at a more successful rate as police departments are literally "hand cuffed" when it comes to mounting an offensive or a defensive.

With a usual budget, police departments are able to focus overtime hours and special task forces to concentrate on high crime areas. Now that many police departments across America are being forced to cut back, a great deal of special programs aimed at combating these high crime areas will have to suffer (source: news.yahoo.com).

How bad is it?

Of 233 police agencies surveyed by Police Executive Research Forum (PERF) 63 percent of the departments were planning budget cuts for the next fiscal year. PERF said on average these agencies planned on cutting their budgets by about 6.24 percent and many of the agencies have already preformed cuts recently. On the flip side a staggering 44 percent of the agencies surveyed said they had seen an increase in crime (source: news.yahoo.com).

The overall budget cuts really speak to how bad the economy is getting as police funding is generally the last thing to suffer. Local agencies and governments are usually reluctant to cut funds because public safety is usual viewed as a top priority (source; News.yahoo.com).

The PERF report showed exactly where the increase in crime was coming from as well. Of the 100 agencies that linked crime increasing to the economic crisis, 39 percent said they had seen an increase in robberies, 32 percent a rise in burglaries and 40 percent an increase in thefts from vehicles (source: news.yahoo.com). But a solution does not seem forthcoming."

This article was written a year ago. We now have the perfect storm to set up the "National Police Force".

The "elites" need to understand that this isn't going to help them. We are a nation of 300 million. The people in the government can be changed, the government itself can be changed, but those 300 million people aren't going anywhere.

What would a small riot police force do if 300 million people calmly and rationally decided we wanted to change leadership and ignored our current leaders in favor of a new government?

It’s almost inevitable.
Its ostensible purpose is law enforcement. It’s anti-crime. Most people are now too stupid to grasp what’s wrong with it and how it violates the spirit of America. And it’ll require a lot of taxes to fund. Finally something really big, expensive and wrong that R’s and D’s can agree on.
