Cooper really is coming across as clueless.
Shoulda figured.
If what you have been doing for the last 200 yrs doesn’t work try something different.
It turns out that people in better neighborhoods were picking up the corpses in their streets and dumping them in less-fortunate neighborhoods. These people were trying to stop the practice.
And that is the problem with Haiti to a T.
While he's not the brightest guy, by now he have figured out it's a set up for him to fail....
I lost all respect for him when he sent in a goon squad to arrest "Dog" Chapman, the bounty hunter dude at Mexico's behest.
However, I only think he believes he can do some good here, thus is placing what's left of his reputation on the line.
