I would never buy a house with a retaining wall. It is common sense that it could fail at some point in time. Why take the risk?

Most likely built over an old garbage dump. Our city fathers allowed developers to build over such a place, then when the gases started coming out, they played dumb.
Some of our dumps are so large now, I joke about this a lot, one day those sites will become resort areas with ski lifts.

The sewer manhole tells the whole story. Leak in the pipe
saturated the soil -— hill side slumped. (Recent heavy rains probably helped out as well as lawn watering.)
Failure waiting to happen.

Garbage Hill in Winnepeg, Manitoba is great for tobaggoning. I remember visiting my aunt in Winnepeg when I was a kid and Garbage Hill was still being created - with daily garbage dumping.

HAHAHAHAHAHA, I just knew it would happen somewhere. lol. That is so funny, but believe me, in about 50/100 years this City will allow some developer to build on those mountains of TRASH and not disclose anything.
