The Framers of the Constitution directs us to count all persons.

The framers assumed a certain level of common sense to be applied to the interpretation of what they wrote.

I doubt they ever envisioned a time when it people would be so ignorant as to assume they were referring to those who make their way into the country illegally, for whom there is no official record, and are not subject to all of the the taxes & obligations US citizens are.

then the census is pointless. And since when do liberals care what the constitution says...they've long since discarded that old piece of paper.

counting the whole number of persons in each State..."(

That's because blacks were considered 3/5ths of a person.

Yours is another perversion of the 14th from it's intent.

Thank you for that obvious (at least to me) correction. I’m still trying to figure out how visiting a school demonstrates the need to count every single Floridian.

So Charlie, you’re saying it depends on what the meaning of the word “illegal” is?!!

It is implied, by Context, that the clause you referenced refers to Citizens.

The 14th Amendment uses the phrase "citizens of the United States" in some clauses and "the whole number of persons" in another clause. Don't you think they meant two different things?

Besides, there were already a lot of immigrants in the United States by the 1870s. The people who wrote the 14th Amendment wouldn't have used "persons" to mean citizens.

I am broke- but I’ve sent money to Rubio- we need this guy in Washington. The very THOUGHT of Crist as a senator from my state is sickening- I can’t stand him for governor.

“It is crazy and far beyond the intent of the framers.”

We know the intent of the framers only from the words they elected to use in the Constitution and the Amendments, and the word they elected to use was “persons,” not “citizens.”

Yours is another perversion of the 14th from it's intent.

Then why has every single census since the ratification of the 14th Amendment counted aliens?

“It is important. It’s important to our state, it’s important to our people. And the notion that you would not want to accept federal funding to make a political statement is absurd.”

Crist's only core belief is in the justness of spending other peoples' money. His budget is structured around the influx of porkulus money. He has no scruples spending "outside" dollars.

I can't wait for this guy to lose.

Crist confirms he is an idiot who does not know the U.S. Constitution so has no place in DC.

If states get more funds for illegals then they will have an incentive to not enforce immigration laws.

Sad and true. Crist is probably thinking about it as a chicken/egg problem. If you believe that you're going to get more illegals no matter what, you might believe you should move to defray the cost. Of course, you never get enough, as illegals are a net drag, and any compensation you get comes from other folks around the country, so you are robbing them to no good purpose.

It is wrong for the federal government to encourage states to attract illegal immigrants by paying more federal dollars.

Yeah, I know, certain states attract them anyway. But those who crack down (Oklahoma) have a far better track record than those who susidize them (California).

Florida deserves to have her fair share. And I think making sure that we count every single Floridian is vitally important.

This shines a big, bright, bare-bulb lamp on the whole scam and is the best reason why every state should be re-inforcing their right to sovereignty (10th and 14th amendments).

Stop the practice of tax-pooling and re-distribution. Tell the feds to come levy and collect their own taxes.

“I doubt they ever envisioned......”

You sound like a Gan Grabber who says “I doubt they envisioned automatic weapons, so therefore we can ban automatic weapons despite what is clearly stated in the 2nd Amendment.”

It seems that if they are receiving benefits, to be really accurate, they should be counted.

Why did the framers explicitly exclude indians?

Research that one.

If the strict interpretation is to count all persons who happen in that place at the time of the census, then yes, why are we not including any and all visitors, legally here, from other lands? That 10-member family from Great Britain who are on a month-long holiday, visiting Florida relatives, a great four-day weekend at Disney World, they are persons here, the census form came in the mail today, should they not then be added to the count?? How about refugees from the earthquake in Haiti, irrelevant that they plan to return next year when things are better, they are all here in Florida NOW, so they should be included in the census, right??

[/rhetorical satire]
