Your position is not one of strict constructionism, but merely literalism. There’s a difference.
According to you, northern border states ought to count any Canadians who happen to be conducting business on our side of the border in the Census. Likewise, high-tourism areas or areas in which large amounts of foreigners pass through (like airports) should also count toward the Census. It’s an untenable position, especially since the Constitution makes the basic presumption that its provisions apply to those residing legally in the “several states.”
Well how about counting Labrador Retrievers and alligators! They’re not citizens either, but apparently that doesn’t matter!

I’m surprised the unemployed are not demanding the deportation of illegals so they can take the jobs. Or is it that:
1. Serially extending unemployment benefits eliminates the incentive for finding a job and/or
2. They don’t REALLY want to work THAT hard.

No they shouldn’t because if they are counted the local government will be encouraged to have more of them. Also why should a state have more representatives because they have more non citizens? That is crazy. I don’t object to them being counted provided it doesn’t result in them going into the equation for determining Representation.

The worst part about these folks trying to be literalists is that they totally ignore the context. Slaves shouldn’t have been counted either and we probably need an ammendment clarifying that noncitizens should not be taken into account when apportioning congression seats.
They did not exclude Indians. They excluded "Indians not taxed," which was a 19th Century legal tem for Indian tribes that maintained their political independence and had not yet been subjugated by the U.S. Government (because the first thing the government did when an Indian tribe was conquered was to make them pay taxes). Indian tribes that were subdued and put on reservations were counted in the census.
I’ve seen this from so called conservatives too and it drives me nuts as if the purposed is to serve the needs of the beureacracy or increase the tax base. It is exactly that kind of wrong headed thinking that is driving this country into a ditch.

Time and time again, the SCOTUS has ruled that all persons, not just citizens are protected by the Constitution.
I'm sure some states with lots of illegal aliens think that they should be counted so the state gets a bigger piece of the federal taxpayer monies and representation. That is simply unjust. It steals revenues from other states to support the illegal aliens.
The framers didn't count indians because they paid no taxes and weren't considered citizens.
