Sure it's reasonable to expect that, but the facts on the ground are what they are. Most people (especially younger ones) have not been taught even the basic fundamentals of the Constitution.

That's a perfectly sound argument for educating the ignorant masses of the electorate. Evaluating a Congressional candidate is a vastly different proposition.

Quite a few Congressional candidates are just as ignorant (in certain areas) as any recent high-school graduate.
