The American people.
Rush Limbaugh had a thing in the 1990’s where people sent tea bags to congress.
My vote is for Obama. IMHO his outrageous policies started the tea party movement.
Rick Santilli. Period. His famous rant on the floor of the Chicago Board of Trade kicked this off, and Americans all over the country became active.
Bingo!
The TEA movement started at the end of the Bush term when TARP was passed. It was initially an uncatalyzed, unrecognizable group of citizens who were shocked that Bush approved TARP.
The tea bag idea was the first catalyst. By itself, it was a good idea, but would have been a mail-in effort and not a personal time commitment. As such, I don’t think it would have sustained a movement by itself.
A second catalyst was needed. Rick Santelli (CNBC) called for Chicago Tea party on Feb 19, 2009. His passionate call for action on live TV, following Obama’s plans to spend unheard of amounts of money, struck a chord.
Things really took off after Santelli spoke.
Next, local citizens all around the country took on the effort and organized their own TEA parties.
Who started the TEA party movement? Concerned citizens and a couple of key catalysts. I give more credit to Santelli as the more effective catalyst.
I do not know who started the Tea Party movement but the first significant rally was in Fullerton, CA, on March 7, 2009.

About 12,000 people showed up and started the anti-tax movement in CA that stopped the crooks in Sacramento from raising taxes via ballot propositions. Every county in CA voted against raising taxes.
Rick Santelli - CNBC
Santelli broke it wide open...not sure what date..and should have been mentioned at least.
Thank you Tom Martin, for writing this.

Beware: Rinos in Conservative clothing...DICK ARMEY
“We don’t intend to turn the Republican Party
over to the traitors in the battle just ended.
We will have no more of those candidates who are pledged
to the same goals as our opposition and who seek our support.
Turning the Party over to the so-called moderates
wouldnt make any sense at all.””
— President Ronald Reagan
Time to listen up, Tea Party people!!! We’ve warned you before that political opportunists will hi- jack your movement for their causes! And Dick Armey did just that!
“In a telephone interview with The Arizona Republic, former House Majority Leader Dick Armey, R-Texas, FreedomWorks’ chairman, delivered a surprisingly harsh assessment of Hayworth, with whom he served on Capitol Hill:
” It’s hard for us to believe that J.D. Hayworth could mount a credible challenge to John McCain. Obviously, we’ll watch the race. But J.D. had a fairly short, undistinguished congressional career with virtually no initiative on his part. I just don’t see any reason why we should be concerned about that race.”
So...what is this really all about??
AMNESTY, that’s what.
Armey is one of the squatter support squad of the GOP. He wants to do away with enforcement. He wants amnesty. That’s why he won’t support Hayworth.
In fact, Armey wants to increase immigration!
The McCain camp likes to throw the non issue Abramoff accusation at J.D. of which he was totally cleared, but one of Armey’s top advisers, Horace Cooper, actually got indicted for taking Abramoff bribes. OH! The irony!

YES! That’s where the current rendition started.
I did, in a fit of frustrration stated, “I’m ready for another tea party” .... a few weeks later ....
In answer to the author’s question I would say that “We did, right here on FR.
I remember posting right after Obama got elected about having a Tea Party — things were just going in the wrong direction!
(Little did I know how terrible Obortion O’s direction would really be.)
Santelli
I did!
Just don’t tell anyone...please!!!
There was a table set out under a tree in front of the house, and the March Hare and the Hatter were having tea at it...
