I read that in National Review or some similar mag back in the 1990s when Clintoon was in office. It’s what allows them to pretend they are fiscally responsible while spending more each year than they did the past year. Unfortunately it occurs with the Dems or Pubbies in power.

In my humble opinion, the fact the Contract from America includes support for FairTax (H.R. 25/S. 296) is very important, because the corruption of the income tax code and the warping of the US economy from the effects of the income tax code is HUGELY responsible for the economic mess we're in.

If I remember correctly, there were people among the authors of the famous Federalist Papers who said that the best means of taxation is taxation by consumption, not taxation of income. Maybe it's time switch to a taxation system that encourages Americans to save and invest in the USA--a goal of FairTax itself.
