There are 4 million people in the city of Los Angeles and who knows how many dogs. Of its canine residents, the city is sure only of this: About 120,000 are licensed -- as required by law -- and a lot of others are not.
"Nobody has ever done a census. It's anyone's guess how many are out there," said Kathy Davis, general manager of L.A.'s Department of Animal Services, who declined to pick a number. "But we certainly don't assume we have all of them licensed."
In this time of budget cuts, that spells opportunity for revenue.
Dogs don't make money. But the City Council is betting that going after their owners for license fees will help fill L.A.'s cash-starved coffers.

Voter registration?
The desperate search for money has “civil servants” knocking on doors.
A uniformed Animal Control deputy recently came to my door ... to see if I had any animals.
Please, let’s not hurt their feelings! “Unlicensed” is so prejudicial! We should say “undocumented.”
excise: a tax that is measured by the amount of business done
Wonder if they will license(tax) by weight soon....larger dogs usually do more business....
We don’t care how many illegal immigrants we have, but we must know how many dogs there are! ;-)
Don’t tell me LA is running out of things to tax??!! How about an “existence” tax. Everyone exists courtesy of Big Brother, so taxing it would only be fair!!
It would be better if they prowled the streets looking for illegals.
CA’s coffers must be overflowing!
Really?

I would be most interested in knowing how many dogs end up in shelters as a result of this.
It would be good if, as well, they used the opportunity
to distribute general info on responsible dog ownership.
Lots. The sad thing is not only shelters but you'll see them simply turn them loose in the streets. I feel sorry for the dogs unless they were being abused by their owners, i.e. beaten, starved, etc.
I agree with another poster above. Why don't they use the manpower to round up all the illegals and tax them? Priorities are upside down in LA.
How many unlicensed dogs belong to illegals?
Chet posted an article a while back, that unfortunately didn’t receive much attention,
about another pro-active program in Riverside County, California.

Thnx. I never saw that one.
I just got the bill for my Border Collie. The only un-neutered dog of my three, the fee for next year is $60 - a 50% increase from last year.
There comes a point a person is tempted to be dishonest, and to tell them Black Jack died. I also have two mares - wonder how long before I get taxed for owning them!
It really happened ...
These days remind me of 1937 depression days when young men would come to our door selling fruit or something their mother cooked .. That’s what led us to discover dishes such as fried cornmeal mush.
Yeah, we were eating polenta all those years and didn't know it. LOL!
How can a dog be licensed, how demeaning!
These dogs are "undocumented"!
sir, my dog is not a pet. I.m raising it to eat. it is exempt from pet licensing laws
License illegal aliens, not dogs! This country is so FUBAR.
I guess they need a food supply for all the illegals in the LA area.
There are dozens if not hundreds of illegal food vendors in LA. How about them?
How about the hundreds of thousands of illegal drivers with no insurance?
How about the hunreds of thousands of illegal immigrant kids sapping our tax dollars in the schools?
How about deporting all the illegal kids in jouvenile hall?
Very good point but we are dealing with brain dead politicians in LA. Common sense has been vaporized. My faith is the only thing keeping me from throwing in the towel. There WILL be a better place to go and that includes our beloved pets as well. ES
That would be terrible. There are already record numbers due to the economy and unemployment.
My city offers no services for pets and they actually ban dogs from all of the neighborhood parks. As a result, I never liscenced mine either.
Dog bounty hunters?
Far better idea would be illegal alien bounty hunters
Dogs aren’t bankrupting California, the illegal aliens are as they suck down the social services
Does anyone else see the irony of this crackdown on unlicensed dogs in Los Angeles when compared to the absence of a crack down on illegal aliens in the city? Seems there would be a far bigger payoff from doing something about the latter than the former.
The law of unintended consequences usually prevails.
This is LA, not some normal place.
