Architectural censorship/bureaucratic vandalism

Had a related situation in Phoenix. The city had changed the original grade when they widened the adjacent street, but historic preservation bureaucrats insisted on basing wall height on changed grade. It was simpler to yield than fight them. However, the wrought-iron window is far from what they expected. Snakes, it had to be snakes...
