They might also have trouble getting applicants because unemployment keeps getting extended.

You have to pass an FBI check, who knows how comprehensive they are these days.

Pay is $17/hr in Austin.

Correct. They don't want to take what is surely TEMPORARY work and lose their virtual PERMANENT unemployment stipend. It's not the best work, either. Door to Door is very tedious and some of the neighborhoods many of those workers are asked to canvas aren't really the best if you know what I mean, and from what others have been saying, myself included, running into some defiant freepers probably doesn't make the job any easier, either!

I am sure the FBI background check deters some workers, as well.

Thy are fairly extensive. I have to pass one every year for my job, I have what might be described as unrestricted access to the air side of any airport we fly into and out of. Now we utilize the corporate and business aviation terminals and FBO's at the airports and not the airline terminals, but when I'm on the ramp the only thing between me and the jet ways is air and a few hundred yards of concrete and grass...

I was wondering how long it would take for this thread. It covers the so-called metro area. I know if I was out of work I would be all over it. It is capable of getting quite rural.
