I see your point but a synonym for thug is a crminal and a synonym for criminal is a lawbreaker. I may be stretching it but I believe both apply to him.

According to my OED "thug" is from Hindi
thag 'swindler, thief', based on sanskrit
staghagatl "he covers or conceals".
He hires the tough guys (Rhambo??), who reflect the other meaning of "thug" that is sometimes used.
