I’ve never completely understood the meaning of the lame- duck term. What exactly does that mean in regard to how the congress operates?

"I’ve never completely understood the meaning of the lame- duck term. What exactly does that mean in regard to how the congress operates?"

The lame-duck session is the session that immediately follows an election (usually just a few days after election day). It lasts until that session ends with the adjournment of that Congress and the installation of the "new" Congress on the first Monday of January.

Typically, the lame-duck session last from the first week in November to the time that the Congress breaks for Christmas. So, we're talking roughly 6-8 weeks.

Here’s the explanation:

http://voices.washingtonpost.com/ezra-klein/2010/03/did_the_house_just_release_its.html

“The reason for this? The original reconciliation instructions require Democrats to use a bill written before 10/15/09, and this bill fits, well, the bill. What’ll happen next is that the legislation will head to the Rules Committee, who’ll erase what’s currently on the page and replace it with the real reconciliation package. It’s a bit like how painters will reuse a canvas they’ve already painted on, though they’re doing it to save money and the House and Senate do it because their rulebooks are confusing.”

Isn't it astounding that there isn't a whole lot more outrage around the country? There was far more outrage at McCain's amnesty bill...and even McNasty said he got it...that the people didn't want the bill. These clowns get it but don't give a damn and what do you hear?

....”This will destroy the Democrat Party for the next generation.”....

I’m not so sure about that because the democrates are quick to overlook offensives they commit no matter who gets hammered in the process, as well as the fickle public. All it would take is another slick tongued Democrate to move the public. Bo evidences this. Additionally the kids who vote now are followers...few with any mind of reason themselves when it comes to politics...the educational system has screwed their minds up badly. They’ll fall in line with what’s popular.

Shortly before midnight on Sunday, Democrats released a 2,309 page health care bill that will start the process of reconciliation — but don’t let that fool you, it’s not the actual reconciliation bill with all the changes you’ve been reading about. Instead, as Rep. Paul Ryan, the ranking Republican member on the Budget Committee, explained to me last week, this is just the “shell” bill — the vehicle that Democrats need to get moving on health care. Once the bill gets approved (likely Monday), Democrats will send this phantom bill over to the Rules Committee, where it will be stripped, and then they’ll insert in all of the actual changes that they’ve negotiated.

Why all of the theatrics?

2309 pages. Download PDF here.

'though they’re doing it to save money and the House and Senate do it because their rulebooks are confusing"

Ezra Klein is such an obnoxious little pansy. There's NOTHING confusing about their "rulebooks". The only problem with the rules is that the Dems (and their sycophants like Ezra Klein) see things like House Rules and the Constitution as inconvenient impediments to their grand social redesigns.

I'm sure Ms. Klein (yes, I know he's a man) didn't think the rulebooks were confusing when the Democrat Senate minority was keeping Miguel Estrada off the bench. Nope, rules then were well-founded principles of legislative excellence. Now, they're just "confusing".

"Ok...so the idea is they know they’re on the way out so anything can happen in those couple months."

Yep. That's the idea. In the past, almost nothing of note ever really happened during this time because we USED to have plenty of actual statesmen - both Dems and Republicans - in both houses of Congress. They would never blow the place up just to get a piece of highly divisive legislation through.

Those days are over because Daniel Patrick Moynihan has been replaced with the likes of Nancy Pelosi and AlFRANKEN.

We live in dark, dangerous days.

False alarm. They had to start with an old version of the House bill. It will be gutted in the Budget Committee and replaced with actual reconciliation bill language.

Why? Because they can push this as is right on thru to Bo without reconciliation Piper.... it isn’t necessary.

Who knows what this deceptive bunch will do? Even the fact they put this thing up tonight you can bet part of the plan for the steps they make before Bo leaves...also the fact he’s even hanging around speaks volumes...I hope I’m wrong. I don’t think any of this discussion is “theatrics”.
