McALLEN Police have detained one man suspected of a drug cartel-related kidnapping and shooting near a Walmart store Sunday night.
Two men were shot and possibly kidnapped during the incident, which occurred about 10:30 p.m. Sunday near the 1200 block of Jackson Avenue, said McAllen Police Chief Victor Rodriguez.
"We're still piecing together information," Rodriguez said. "It appears to obviously be organized crime."
Investigators believe the two men voluntarily left with the suspected kidnappers in a Chevrolet Tahoe at the parking lot outside Walmart on the 1200 block of Jackson Avenue.
When one of the men worried he was being held against his will, he bailed out of the SUV and was shot, the chief said. He then fled to a nearby Med-Care EMS ambulance facility, which reported the incident to police.
The other victim was left near a canal close to the intersection of McColl and El Rancho Roads, police said.
"We suspect cartel activity by some or all of the persons we're looking at right now," Rodriguez said. "We don't know the motive at this point in time."
One of the victims remains hospitalized, while the other has been treated and released.
The suspect in custody has not yet been arrested, Rodriguez said, but possible charges in the case include attempted capital murder, aggravated kidnapping and aggravated robbery. Police continue to look for other suspects possibly involved and investigate the incident.

I have no plans whatsoever for a border crossing. I’m just getting there on Monday, getting my equipment installed, and getting back out on Friday. I haven’t checked yet to see what sort of reciprocity agreements, in regards to CCW, SD has with TX.

South Dakota
Note: Effective immediately, Governor Perry has issued a proclamation that allows persons with concealed handgun licenses from South Dakota to legally carry in Texas. South Dakota residents will be required to follow Texas law while carrying in this state. This has the effect of reciprocity between Texas and South Dakota since South Dakota law recognizes valid licenses issued from other states including Texas.
Stay north of the Rio Grande by 1000 miles.

Sources: Ex-Officer Possibly Has Ties to Organized Crime
MCALLEN - Investigators arrested a former police officer. They tell us they found Rene De Hoyos’ ID in a truck used in a shooting in McAllen.
De Hoyos once worked for the Pharr, Hidalgo, and La Joya police departments.
He’s facing charges of attempted capital murder for his alleged involvement in a drug-related shooting. The shooting happened near the southside Wal-Mart on Sunday. Two men were wounded.
De Hoyos was the second person arrested for the shooting. A source tells CHANNEL 5 NEWS De Hoyos may have ties to organized crime in Mexico, possibly the Zetas.
The ex-police officer is expected to face a judge sometime today or possibly tomorrow.
It’s legal to carry a loaded weapon in your vehicle in Texas. Not sure if you have to be a resident or not.

Well, looks like 84 degrees right now in Laredo, and it’s 56 here in South Dakota, so yeah, it’ll be nice. The week after Laredo, I’ll be in Dallas. I’ll get spoiled.
