President Barack Obama, in an interview due to be broadcast at 6 p.m. ET on Fox News Channel's Special Report with Bret Baier:
"I don't spend a lot of time worrying about what the procedural rules are in the House or Senate. What I can tell you is that the vote that's taken in the House will be a vote for health care reform.
And if people vote yes, whatever form that takes, that is going to be a vote for health care reform. And I don't think we should pretend otherwise.
"And if they don't -- if they vote against it -- then they're going to be voting against health care reform and they're going to be voting in favor of the status quo.
"So Washington gets very concerned with these procedures in Congress, whether Republicans are in charge or Democrats are in charge." (Excerpts provided by Fox.)
The procedures the president is speaking about involve "deeming" -- the process by which the House may "deem" the Senate version of health care overhaul legislation to have been passed, even as it votes on changes to that legislation.
The prospect of that process being used hasn't pleased Republicans.
What, the Constitution? That silly thing?

Every single one of these rats who sell their vote for free medicaid for their state, or the new one, restitution of water to their area, should be indicted the very minute we have enough republicans in office to force the justice department to file charges against them. And what about loosening water restrictions in return for votes - isn’t that government office just as guilty of buying a vote? Time to take advantage of all the people out of work - lots of time to spend on the computer following these criminals.

You’re right! The look on his face was priceless! From the short clip it looked like Bret was doing his best to not allow Obama to drone on and on. Apparently our President isn’t used to a journalist acting like a journalist.
Bret said earlier in an interview that he (Bret) was a lot more confrontational in this interview than he normaly is. He was wanting answers - Obambi kept interupting.

Anyway, as far as this "deemed passed" thing goes, I think that's a total non-issue. The Senate bill would be as much "deemed passed" if the House took it up and then started to amend it, as it will be if the House "deems" it passed, then orders it changed via a concurrent resolution.
The real unconstitutional meat isn't in the process used for passage, it's in the substance of the bill. Problem is, the nose has been under the tent for decades, see SCHIP, Medicare, Medicaid.
I see new Fox bashing coming from the White House in 3, 2, 1...

Our legislators don’t vote for ideas, they vote for bills - specific language which may or may not become law. But if it does become law, it is the SPECIFIC LANGUAGE, not the original intent or idea, that we must live under.
Obama chose Bret Baier, so he must have thought he could roll him. Judging by the clip I saw, Bret lookede like he held his own.

Obama must have been a piss poor attorney. Procedures are VERY important.
Since he never tried to get any legislation passed in either the Illinois Legislature or the United States Senate, I can see that learning the procedural rules was not a priority.
