It’s something about spraying from the hip since you supposedly don’t need to aim with a “bullet hose.” Then they were conflating full-auto to semi-auto as a reason to ban semi-autos.
Back in those days, with a MAC-10 and its VERY crude and close together sights, we did a lot of hip firing. Now it’s all “squared up” and using a red dot sight or whatever.
When that picture was taken we were walking through a pop up target course, where ranges were like 5 to 15 yards. You can totally kill popups from the hip at that range. MACs were not a primary weapon anyway. They were for “shootouts in phone booths” such as on the bridge of a ship, where the compactness (for scaling the ships) was more important than accuracy beyond CQB range.
Shortly after, MACs were replaced by MP5s.
