Every US President is fully briefed and fully capable of exercising the actions needed as CinC in case of general war- immediately upon inauguration. His top level intelligence briefings began immediately after the Nov coup/election, to prepare him.

obama knew ( at least, he was briefed) on that funny looking briefcase (aka “football”) carried by his always present military aide.

Now, is obama smart enough to understand and to retain and to RESPECT what he was briefed?
