Cut-off scores vary by State. It's tougher in some States than others.
2010 National Merit Scholarship Competition
If you took the PSAT/NMSQT in October 2008 of your junior year and you
received a very high score, you may be entered in  the 2010 competition for
National Merit Scholarships. In September, 2009, 34,000 commended
students will receive Letters of Commendation. These students will not
continue in the competition.
In September 2009, 16,000 high scorers will qualify as semifinalists.
In February, 2010, semifinalists who meet academic and other
requirements will advance to Finalist standing.
In March 2010, winners of special scholarships will be notified.

It’s hard for me to tell what is going on.
It looks like they have different qualifications depending on what state you are in.
Are these actual average scores? At the 10th percentile? Why would the criteria be different for different states?
A lot of historically bad education states have high numbers.

These numbers need better explanation.

I believe they double the verbal and add the math, right?

Which is the opposite of what they should do.

What you have are large suburban/urban (high income areas) with a concentration of the best education and prep work. National Merit scores are a reflection of concentration at the top. Another factor is the number of mediocre students you can get to take the test. The more mediocre students - the lower the cut score for 99 percentile is.

I wonder if it makes sense to relocate to Arkansas your Junior year?

Apparently it is their system to spread them around the country rather than to concentrate in certain States.

It’s not only that the scholarships are spread around the various states. It’s also spread out over the world to expatriates. For example, when my eldest child first took the test, we were living in the Philippines. Our region of Asia had the HIGHEST cut-off score in the world. He made Semi-finalist there, and would have made Finalist most any place else. Then, because he was so young, the next year we discovered that he could take the test again (now in the United States), as long as he didn’t go immediately into university. He did, and received a lovely Finalist Scholarship—still aged only 16. Can you tell I’m proud of him?

Juniors need a high selectivity index score in the 99 percentile range. Not
all students in the 99 percentile range will be National Merit Semifinalists.
Each state has a different cut off for the selection of National Merit
Semifinalists.

The score is obtained from the total of three sections on the PSAT: the
critical reading, math and writing scores. The highest score would be 240
(80+80+80=240) since each section of the PSAT ranges from 20 to 80
points.

It’s the total of reading, writing, and math
So yes, it is weighted heavily on the Language Arts side, but each score is its own

HELLO 221 is the highest score for any state. I bet the DC and CA scores were students from private schools and NJ were from public. Are you LD ?

Look at the list only 3 out of the 50 states had the highest score 221 NJ , DC and MA.

So it is impossible to answer your question. Do you see any state 222 or higher I don’t . Your SAT math scores must have been stellar.
